The Construction Industry’s Leading Certification Card Scheme

1.9 million CSCS card holders 10 affiliated schemes including plant, electrical, scaffold and demolition Most principal contractors and home builders require CSCS cards to be held by all on-site workers as proof of their training and qualifications

Encourage development of a trained and qualified UK construction workforce All site workers to hold the right CSCS card for the work they undertake Construction contractors and clients to understand and maximise potential benefits a qualified, smart-carded workforce can bring to their business Principal contractors to carry out more rigorous on-site checks using smart technology CSCS Scheme Aims

A Health and Safety Card x A passport to gain entry to site x A Competence Card x A card for off-site employees x Proof of Identity Certification of Qualifications What is CSCS?

CARDED QUALIFIED

‘Routes to Competence in the Construction Sector’ (2011) Recommended all workers on construction sites should be formally qualified Found misuse of the green card diluted CSCS’s effectiveness and led to confusion over whether cards were a passport to gain access to site or a true measure of an individual’s ability to carry out the job for which they were employed CITB/HSE Joint Funded Research

Scheme changes (so far) Following extensive consultation, two significant changes have been introduced :- Recognition of Academic Qualifications (AQP card)  September 2013 Replacement of CSO card with the Labourer card  July 2014

Academically Qualified Persons Card (AQP) CSCS AQP cards issued to holders of:- Construction Related HNC and HND Construction Related Degrees NEBOSH Construction Certificates and National Diplomas CIOB Certificates

From July 2014 applicants for the Labourer card must have achieved a new knowledge based qualification - Health and Safety in a Construction Environment Award OR A Recognised equivalent such as SSP or IOSH ‘Working Safely’ Green Card Changes

Planned Scheme Changes Removal of Profiled Route. Rationalisation of Construction Related Occupations categories (CRO card) from 350 to 12. Review of Site Visitor card.

Industrial Strategy: Construction 2025 Published July 2013 People Smart Sustainable Growth Leadership

‘Identify one card scheme which will be promoted through public procurement’. ‘Develop a transition plan to include all occupations at the appropriate level as defined by sectors’. Industrial Strategy : Construction 2025 (People : Capability in the Workforce)

Rather than identifying one card scheme, the Construction Leadership Council agreed that…….. ’the industry, including trade associations, contractors, clients and government should specify and promote card schemes carrying the CSCS logo with no equivalents accepted’ Which translated to… ……………….

The appropriate qualification(s) for each occupation will be agreed between the sector representative organisation and its recognised standard setting body. The minimum standard for skilled occupations is a NVQ Level 2 qualification relevant to the occupation plus a separate health and safety element. Where an NVQ level 2 qualification is not available the sector representative organisation and the relevant standard setting body will specify the recognised equivalent qualification for the occupation. To qualify for the CSCS logo…….

Cards for new entrants, apprentices, trainees, labourers or workers in the process of obtaining formal qualification will clearly and easily identifiable A transition process to bring all existing cardholders up to the minimum standard by 2020 will be agreed and implemented. A transition process to introduce smart technology by 2020 will be agreed and implemented The scheme logo and the logo of the relevant standard setting body will feature on their cards or with any smart technology solution used. To qualify for the CSCS logo …….
