EMC Background: Purpose East Midlands Councils is the consultative forum for all 46 Councils in the Region. It provides support to Councils to improve their services and is a strong voice for the East Midlands.

EMC Background: History 1 EMC formed in March 2010 to replace EMRA and LGEM EMC Executive (aka Leaders’ Board) recognised as a ‘Responsible Regional Authority’ under the Local Democracy, Economic Development and Construction (LDEDC) Act 2009 Comprised a policy function (grant funded) and local government services supported through subscriptions and traded services

EMC Background: History 2 DCLG cut grant funding in June 2010 Significant ‘down sizing’ resulted – mostly on the policy side December 2010 – Members decided that EMC should continue in 2011/12, to be funded by reduced subscriptions and traded services

EMC Background: Future EM IEP to merge with EMC by July 2011 Strong interest from Members in policy issues and lobbying - but need to generate income to support this function Policy team reduced to 3 New Executive Director, Jan Sensier, appointed in February 2011 Further review planned in December 2011

EMC Background: Services EMC (& predecessors) has always run traded services (mostly HR support and member training) with considerable success EMC now expanding this approach into planning, housing, transport and economic development 2 new products: Low Cost CPD and PSS
