Rationale Many border health partners have expressed an interest as well as the need to have a collaborative, cross border exercise We have established documents and Memorandums of Agreements that support Border Health Alliance partners to participate in a joint exercise 2 Cross Border Workshop / Seattle, May 2010 EM & EMS Working Groups

Supporting Documents: PNEMA Operations Manual (2008): specifically Sections I & II describe the structures and coordination involved in requests, notifications & mobilization of resources WA / BC Operational Plan For Moving EMS Staff and Resources Across the Washington and BC Border (2009): details the activation and deployment of resources “for a declared emergency following a catastrophic event and/or a localized mass casualty incident (MCI)” PNEMA Annex B (2005): “...this compact guide describes processes for planning among the agencies responsible for mutual cooperation...including exercises, testing and other training activities” Are there any other plans or MOA’s we should consider? 3 Cross Border Workshop / Seattle, May 2010 EM & EMS Working Groups

4 Proposal FOCUS on a catastrophic event, such as an earthquake OR a disease outbreak Either scenario would impact our multiple and complex health systems and create critical surge issues Let’s test our communication systems by identifying specific agency contacts and exploring initial notification procedures

5 Cross Border Workshop / Seattle, May 2010 EM & EMS Working Groups Scenario : A large, disastrous event has occurred in a chosen jurisdiction(s). 1.How do we let each other know our current situation and that we require assistance? 2.Who, specifically, do we contact and for which resources? Exercise Scope: focus our activities around notification and initial requests immediately following this event. Exercise Objectives Some PNEMA players will be requesting assistance, while others responding

Discussion Points: Players specifically Health EM / EM / EMS for this exercise, or extend the invite to others? Who? Would this table-top be the first of a series? Financially, it would be easier to plan – and play - within our home jurisdictions. What would these limitations be on our objectives?
