unido.org/statistics Twentieth Session of CSSA Frankfurt, September 2012 Special Session on the future agenda of CCSA UNIDO presentation by Shyam Upadhyaya

unido.org/statistics Motivation UNSD draft paper on coordination of statistical development activities in the United Nations system circulated on 17 Nov 2011 What is the role of CCSA in this process? Falling rate of participation by heads of statistical offices of major international organization Is the relevance of CCSA diminishing? CCSA co-chairs provided a review of CCSA activities in 19 th session in New York, several informal consultations held. What might be the way forward?

unido.org/statistics Potentials of CCSA 3 Forum for sharing our experiences Number of CCSA members increased from 22 in 2002 to 39 in 2012 Setting the agenda on relevant and emerging issues Coordination in technical assistance activities Interaction with the Statistical Commission Advocacy for common interests of statistical development

unido.org/statistics Expectations versus potentials 4 Members expect some tangible and relative outcome from their association with CCSA : improvement of data quality, harmonization of statistical methods and standards Synergy in mobilizing resources and providing technical assistance to developing countries A common voice of international agencies; CCSA is not sufficiently known among NSOs

unido.org/statistics Active role of key players 5 All are equal, but some have special role in CCSA; UNSD – Secretariat of UNSC and CCSA The World Bank – implements the largest programme of technical assistance OECD – multidisciplinary in its programme, huge experience in methodological development

unido.org/statistics Working modality Overall set up – membership, co-chairs, secretariat, number of sessions etc does not seem to be a problem CCSA - international statistical community instead rather than global statistical system – 11 th session of CCSA Task team – most important mechanism of functioning CCSA and requires attention - Formation of task teams, selection of topics, number of members, reporting timelines duration of assignment and the progress reports - co-chairs should be given more authority Representation of CCSA in key fora for advocacy purpose

unido.org/statistics Concluding remarks 7 CCSA is a unique body with very specific scope of work in international statistics A coordination mechanism is always required, such mechanism existed in past and will be needed in future CCSA has all potentials to play an effective role of coordination.
