Student Information System Training New ESOL Data Fields February 21, 2013

DOE will longitudinally monitor ESOL students

EL = Y ESOL = Y ESOL = N Delivery Model(s) Non- ESOL ’01’ = Parent refusal – indirectly served; ‘02’ = Language support provided in special education ‘03’ = Language support by non-ESOL endorsed/certified teacher; ‘04’ = Language support via a non-state approved model; ‘05’ = No language support ’01’ = Parent refusal – indirectly served; ‘02’ = Language support provided in special education ‘03’ = Language support by non-ESOL endorsed/certified teacher; ‘04’ = Language support via a non-state approved model; ‘05’ = No language support Student – English Learner (EL) STATE PROGRAM Student Attribute

Non-ESOL Student New flag to explain why an EL student is not being served. 01 – Parent Refusal – indirectly served When parents refuse language assistance services(ESOL), we are still responsible for meeting the student’s language needs. These students will be in mainstream classes, but the school should monitor the student’s academic progress. Use the existing ESOL Team and provide documentation of monitoring.

Non-ESOL Student New flag to explain why an EL student is not being served. 02 – Language support provided in special education Thi s code should be used rarely for EL students with severe disabilities who are “ESOL Consultative”, receiving direct services by SPED only. The ESOL teacher completes the ESOL Student Language Assistance Plan indicating appropriate instructional strategies and support which will be attached to IEP documentation. Teachers will consult to support student’s specific language acquisition needs.

Non-ESOL Student New flag to explain why an EL student is not being served. 03 – Language support by non-ESOL endorsed/certified teacher This coding is used for ELs whose language needs are addressed by EIP, Reading Intervention, or other school level language programs. Appropriate for ELs with a higher proficiency level.

Non-ESOL Student New flag to explain why an EL student is not being served. 04 – Language support via a non- state approved model We would not use this code in Hall County. Some small districts in GA who do not have numbers/resources for implementing state approved models might use this code.

Non-ESOL Student New flag to explain why an EL student is not being served. 05 – No language support EL is not receiving ESOL or other language assistance. DOE say that districts should not have students with this code.

English Learners who become eligible for SPED GADOE guidelines require that ELs who become eligible for SPED should continue to be served by ESOL, receiving either 1) Direct ESOL services. (These students will be dually served by ESOL and SPED.) or 2) Consultative services. Consultative services are appropriate for ELs with severe disabilities. Whether receiving “Direct” or “Consultative” services, beginning with school year, the students will be coded EL-Y until the student meets EL exit criteria.

English Learners who become eligible for SPED (continued) ESOL teacher must participate in IEP meeting. The ESOL teacher completes the ESOL Student Language Assistance Plan indicating appropriate instructional strategies and support. A copy of this document is attached to IEP documentation and the original maintained in the student’s ESOL Student Portfolio (blue folder).

English Learners who become eligible for SPED (continued) If parents opt for Consultative ESOL Services instead of Direct Language Assistance Services through ESOL or alternative language programs, a Parent Waiver form will be completed and signed by parents. This form will be maintained in the student’s ESOL Student Portfolio (blue folder).
