Action Plan for WP.3 What is expected from project extension Welfare Mix Days Ulcinj, July Adriatic Welfare Mix

The aims of WP 3.3? Setting up a model for delivering decentralized social services for vulnerable groups (or Agency for delivering decentralized social services). The Municipality of Tirana in cooperation with project partners and stakeholders decided that the Social Service Center “Shtëpia e Përbashkët” located in Lapraka Tirana, should be a pilot center for implementation the model of the Welfare Mix Model. NCSS as responsible partner for WP3 was charged with the task of evaluation of physical, human and material capacities of the center.

What was done regarding WP 3.3 ? The above task is perceived in two dimensions: firstly, the evaluation of the physical capacities of the amenities and the need to return them in appropriate environments for multidisciplinary social services; secondly, capacity need assessment of the center's staff and their needs for knowledge, practices and new approaches appropriate for Welfare Mix Model.

Regarding the First Task Was prepared a document which contains the plan for internal arrangements of the center premises, aims to optimize the space in accordance with the services offered by the center.

Regarding the Second Task Was prepared a document which contains: a) manual procedures and internal regulations of the center; b) the duties and responsibilities of each of the center employees; c) the types of services and the way they should be organize in order to better address the client’s needs; d) the needs for capacity building of the staff.

What was proposed by experts As a result of the capacity need assessment, the team of experts found and proposed areas of intervention for building capacities of existing staff.

Proposed training topics Conduct training for leadership and management. Conduct training for monitoring and evaluating and performance of services and staff. Conduct training for operational capacity. Conduct training for health and aid Conduct training for work ethics, involvement and participation of the beneficiaries, the management of staff stress

What is expected form project extension Capacity building for staff team of Social Services Centres supported by Tirana Municipality.

The aim Enabling the development of their capacities, strengthening professional skills in order to design, implement and evaluate services in the framework of fulfilling their mission.
