1 Clean Air Training Network for Asia (CATNet-Asia) Strategy CAI-Asia China Project Inception Workshop October, 2005 Beijing PRC.

2 Clean Air Training Network for Asia (CATNet-Asia) is a key program of CAI- Asia to improve air quality in Asia by delivering a comprehensive, regional training program based on collaboration, commitment, and sustainability. Emphasis is on development of new training courses and training of trainers in addition to actual delivery of training Increasing training on AQM will require the establishment of new institutional structures or strengthening existing institutional structures What is CATNet-Asia?

3 Institutional structure: regional approach with focal points ??? AIT/ PCD Tsing hua North China East China South China West China Vietnam Cambodia Malaysia Indonesia Philippines Pakistan Sri Lanka Nepal Bangladesh CAI- Asia The development of a stronger institutional structure where courses can be delivered at the national and city levels will be a key element of the new CATNet-Asia strategy.

4 Characteristics of CATNet approach New training courses developed at regional focal points Training of trainers at regional focal point ( e.g. China 15 trainers) Delivery of training course at local training institutes (E.g. China 80 persons) Local network members ensure that right participants are selected and that there is follow up.

5 Funding for course development can be funded from CAI-Asia CATNet Resources. Training of master trainers and local training will have to be met from additional local resources. Important to connect with existing training organizations which have a budget already CAI-Asia has worked with Tsinghua University and CRAES on the development of AQM training proposal for China Financing CATNet-Asia

6 Applied Capacity Building Training should be used by trainees CAI-Asia China Project will try to link training activities to other activities such as policy formulation and implementation of pilot activities SUMA project is example of applied capacity building – this is also approach followed by other organizations and projects.

7 In addition to general AQM training CAI- Asia China Project can also plan and deliver specialized training. E.g. Emission inventories or cobenefits of AQM and Climate Change Mitigation. In most cases this will in cooperation with international members of CAI-Asia e.g. US-EPA CAI-Asia can also facilitate the participation of China Project members in international training workshops outside China, e.g. Emission Inventory workshop in Bangkok.
