Geography and the Decennial Census Mandated by Congress to count the population Every 10 years Results used to apportion the 435 seats in the House of Representatives

Geographic Participant Programs Leading to the Census MAF/TIGER Accuracy Improvement Program (MTAIP) Boundary and Annexation Survey (BAS) Census 2010 Redistricting Program Local Update of Census Addresses (LUCA) Participant Statistical Areas Program (PSAP)

MTAIP TIGER –Topologically Integrated Geographic Encoding Reference System –Developed by Geography Division in the 1980s Master Address File (MAF) Support the Census Bureau’s mapping needs –Collect and store accurate geographic data –Seamless dataset including roads, hydrography, boundaries, political and statistical geography

MTAIP Accurately locate every street and map feature in the TIGER database Began in 2002 Completed in 2008

Mixed Accuracy and Completeness

Reduce costs Increase accuracy Utilize GPS equipped handheld devices Replace paper maps with digital files for other Census programs Create partnerships with Tribal, State, and Local governments to share existing GIS data MTAIP

Harris Corporation Align TIGER –Ingest local GIS data Spatial Quality Assessment –110 survey-grade GPS points – CE meters –Create centerlines from imagery or GPS

BAS Updates legal boundaries and names of all U.S. governmental units If a county has gone through MTAIP changes may be submitted electronically Boundaries used to tabulate data in other Census Programs –American Community Survey –Population Estimates Program –Decennial Census Annual Survey

Redistricting Data Program Public Law The Census Bureau will provide state legislatures with small area tabulations necessary for redistricting Program began Summer 2005

LUCA Public Law Local governments review and update the Census list of individual addresses –Allows Census to benefit from local knowledge in developing its MAF –Benefits local governments by contributing to a more complete and accurate census An accurate census means local governments receive their fair share of federal and state funding Invitational letters - January 2007 Promotional workshops - March – May 2007

How does it work? Local governments designate a LUCA liaison Choose one of three options Receive electronic files (paper for small areas) Single review period for 120 calendar days Field verification of addresses through Address Canvassing operation Appeals process through an independent agency LUCA

LUCA Option 1 Title 13 Full Address List Review –Title 13 confidential agreement required –Make correction, additions, deletions to Census address list –May challenge block housing counts –Update map boundaries and features –May appeal the results to an outside agency

Title 13 Local Address List Submission –Title 13 confidential agreement required –Use Census list as a reference and make additions –Update map boundaries and features –May appeal the results to an outside agency LUCA Option 2

Non Title 13 Local Address List Submission –Local governments submit city-style addresses to Census –Update map boundaries and features LUCA Option 3

LUCA - Strategies for Review LUCA participants decide how to conduct their review of the LUCA materials. Consider your available time, the information you have readily available, and the staff or computer resources you have. If a complete review is not possible, the Census Bureau recommends that you focus your review on areas where addresses are more likely missed or incorrect. –New construction –E-911 address conversions –Single-family homes converted to multi-family homes and vice versa –Apartment buildings with irregular or missing numbering schemes –Annexed land

LUCA address list and GPS points from Address Canvassing are protected under Title 13 –Baldrige v. Shapiro (1982) –Need to maintain the quality of the Decennial Census and other surveys Penalty $250,000 and/or 5 years imprisonment LUCA

PSAP Enables local governments delineate statistical areas –Census tracts –Census blocks groups –Census designated places Begins Fall 2007

Gearing up for 2010 The Census Bureau has been working since 2002 to make the next Decennial Census more accurate Things really get going in Spring 2007 It is important to maintain partnerships State, Local, and Tribal governments The better the geography, the better the count
