Background Cornwall is one of over 70 local authorities which successfully bid for a share of the Transformation Challenge Award Fund set up by the Department for Communities and Local Government. The aim is to support initiatives that improve the way that public services are commissioned, managed and delivered. Cornwall Council, in partnership with six partners from the voluntary, community and social enterprise (VCSE) sector, were awarded £936,000.

Cornwall TCA objectives 1.Improved quality, impact, and value for money of commissioned services, and robust contract management. 2.Establishment of a new VCSE sector model which will help the sector to adapt, thrive and grow. 3.Improved outcomes for people by co-designing services around their needs, and by simplifying the customer journey.

What is the VCSE? “Non-governmental organisations that are value- driven and which principally reinvest their surpluses for social, environmental or cultural objectives.” 4,500 formal VCSE organisations in Cornwall: Local voluntary and community groups  E.g. Sports clubs, memory cafés Charities and independent organisations  E.g. Age UK, Dracaena Centre, Cornwall Care Social enterprises and community interest companies  E.g. Eden Project, Real Ideas Organisation

Our spend on the VCSE 2013/14: £86m (14% of Council’s addressable spend of £613m) 2014/15: £77m (1,092 payees) (13% of Council’s addressable spend of £591m) Revenue costs £69.1m (90%) EHSC £59.9m (87%) EEE £5.5m (8%) COD £3.5m (5%) Capital £7.9m (10%) NB £0.2m still to be assigned to the new directorate structure
