Shaping the Future of Social Protection: Access, Financing and Solidarity Panel 4 – Social programmes, human capital and inclusion Thirty-first session of ECLAC Montevideo, Uruguay, March 2006

Background  Poverty limits the exercise of citizenship and the enforceability of rights  Factors contributing to the intergenerational transmission of poverty  Multidimensionality of poverty has given rise to a broad range of measures  The document places emphasis on: Employment-related emergency programmes Conditional transfer programmes (CCT)

Objectives of anti-poverty programmes  Alleviate poverty in the short run  Deal with long-term structural factors (human capital)  Create a framework of social institutions: Intersectoral coordination and integration Transparency and evaluation Continuity and consistency

Future challenges 1. Share the programme-generated workload within the household (CCT) 2. Incorporate social capital criteria 3. Proactive role for the State in incorporating beneficiaries into the programmes 4. Ensure supply of health and education services to match programme-induced increase in demand 5. Adaptability to changing conditions (explicit entry and exit rules) 6. Strengthen job skills building in employment programmes Human capital formation should be complemented by productive policies
