Outline Background of Data Collection Achievements of Data Collection (AMP) Challenges of using AMP Way forward

Background of Data Collection Before 2008, Tanzania managed ODA information in Microsoft Excel spreadsheet, due to inadequate of spreadsheet to meet different demands of stakeholders the GoT in collaboration with DGF by support of UNDP and Government of Switzerland adopted the AMP in 2008 which then was officially launched in Aug MoF- Ext Finance Department is a responsible for the Management of AMP whereby its effective working depends on collaborative efforts of all ODA stakeholders includes GoURT, DPs and NSAs.

Achievements of AMP AMP play a big role on preparation of Annual National Budget - foreign Concessional Loans and Grants commitments for the FY. AMP also used on Budget Execution by providing information needed regarding different projects undertaken in the country. Very useful on performing Monitoring and Evaluation of the Development projects of the country. On Adherence to global agenda of Open Data, AMP help much as it enhanced transparency, accessibility and availability of Aid information to all stakeholders. Media, Students, Civil Society and line Ministries also using data for various purposes.

Achievements of AMP Since the start of implementation of AMP, Annually and Monthly reports have been generated and published. Accessibility of data is now easy since data are online. Predictability of ODA has been improved, especially for GBS and BF. The customizing of AMP to Public Workspace were enabled. PEFA 2013: Introduction of AMP has significantly improved donor reporting on aid disbursement of both program/project and general budget support. Despite of data quality challenge there is significant improvements in MTEFs and disbursement data. Also, AMP data is comparable to OECD/CRS data.

Challenges of using AMP Data quality is still a challenge as not all Users entering Aid information (including TA, Disbursement and Commitments) on time Challenges on Aid Predictability particularly project funds (A 3 years MTEF projection) Capturing of D- funds(outside exchequer system) particular for project modality has been still a challenge Internet accessibility is still a challenge to the users of AMP The trained MDAs have not started to enter the expenditure in the AMP

Way forward Tanzania AMP upgrade exercises will still take place as long as AMP database upgraded to new version Integrating AMP with other systems to enhance data quality, accessibility, transparency and mutual accountability Engage a broad participation of actors in AMP as agreed in Busan Manage various AMP knowledge sharing and experiences to promote a south to south Cooperation Establishment of Public Portal to enable General public to access and use (processing) aid information directly from the system without altering any information. Linking AMP with other database (EPICA, IAT,IFMS and Debt Management Databases
