IPPC Amcor Flexibles Reflex - Facility B

IPPC – AFR_B The Facility was qualified as an installation for surface treatment of products using organic solvents, with the solvent consumption exceeding 200 t/y. The Facility obtained the first IPPC permit in February As the Facility was relocated to a new site and a new (third) rotogravure printing machine was installed, the first permit had to be invalidated and a new one should be obtained – July

IPPC – AFR_B The Permit in force determines the following: 1.Volume of gas and suspended dust emissions into the air 2.Conditions for generation and disposal of waste 3.Noise emissions off site and working time distribution of noise sources 4.Quantity, condition and composition of waste water generated at the site 5.Amount of water consumed 3

IPPC – AFR_B The Permit in force determines the following: 6.Methods for prevention and mitigation of accidents 7.Installation decommissioning procedure 8.Methods ensuring efficiency of energy use 9.Methods of achieving high protection level for the environment as a whole 10. Conditions for monitoring of the installation. 4

1. Air emissions Organized emission Afterburner of volatile organic compounds (treshold: 100mg/m 3 C org ) Gas fired boilers of heating oil system (2x2.4 MW) NO 2, SO 2, CO and dust (kg/h) Fugitive emission Volatile organic compounds (max. threshold 20% = Mg) 5

2. Waste management Waste production: 11 types of hazardous waste (total max. volume – Mg/y) 10 types of non-hazardous waste (total max. volume – Mg/y) The integrated permit also determines the following: -waste generation methods -waste generation places -technical specifications of waste generation places. 6

3. Noise Permissible noise levels: during day: L AeqD = 55 dB at night: Time of the night L AeqN = 45 dB Working time distribution of main noise sources is 24h/d 7

4. Wastewater Only the following types of waste water are generated at the site: domestic wastewater rainwater and melt-water The amount of domestic wastewater is equal to the volume of water consumed. All liquid wastes are collected in leakproof containers and disposed for recycling or for utilization 8

5. Water Water is drawn from the municipal intakes for: domestic purposes process purposes (max. 90 m 3 ) e.g. - replenishment of chilled water circuit - washing of tools used for non-solvent substances (varnishes, cold seal) - water for water-based varnish dilution 9

6. Methods for prevention and mitigation of accidents Examples: the automatic fire extinction systems compliance with the established procedures informing the environmental protection authorities about any disruption in normal operation of the installation ensuring safe management of hazardous substances (such as storage, limit volumes etc.) 10

7. Installation decommissioning procedure 1.Compliance with the requirement to draw down a detailed plan of the installation decommissioning, taking into account environmental protection procedures (protection of soil surface, underground water, and waste management) 2.The Permit lays down the site development conditions after the decommissioning, in accordance with w local plan of spatial development 3. Compliance with the requirement to hand over formally the facility and/or the site to the next owner 11

8. Methods ensuring efficiency of energy use IPPC imposes on the operator a committment to the efficient: energy management materials and raw materials management. In accordance with the internal procedures, such as ISO 9001 or ISO

9. Methods of achieving high protection level for the environment as a whole 1.Installation of VOC afterburner which allows connection of all VOC emitting equipment 2.A system provided for heat recovery from the afterburner 3.Closed chilled water circulation system 4.Sealed surfaces and means for collection of spills in the mixing and storage rooms 5.Selective waste collection 6.Technical and organisational environment protection and effective material management methods 13

10. Monitoring 1.Technological process monitoring (in acc. with internal procedures) 2.Water – watermeter read-out once per month 3.Afterburner – VOC expressed as organic carbon once per year 4.VOC assessment once per year (S2 standard) 5.Domestic waste water (QUANTITY) – no measurement; volume of water consumed = Volume of waste water 6.Domestic waste water (QUALITY) – periodically, as per the agreement concluded with the network operator (BOD 5, CODcr, pH, total SS, total N, total P) 14

10. Monitoring 7.Rainwater – periodically, as per the agreement concluded with the network operator (hydrocarbons, petroleum hydrocarbons, total SS)) 8.Noise – measurement every two years 9.Wastes – quantitative and qualitative register 15

Environmental Report 1.Economic use of environment (emission twice a year) 2.Summary of data (wastes– once per year) 3.Product and disposal fee (e.g. packaging waste – one per year) 4.Packaging (production, import, export – once per year) 5.E-PRTR (waste – once per year) 6.KOBiZE (air emissions – once per year) 7.CSO reports (irregular, 5/year on the average) 16
