Impact Aid Greg Taylor, Executive Director Fort Bragg Regional Alliance (Formerly the BRAC Regional Task Force) August 8, 2012

2012 ADC ANNUAL CONFERENCE| PAGE 3 3 What is Impact Aid…  Passed in 1950 as a “payment in lieu of property taxes” to school districts serving military children  Over the years other groups have been added and now only 40 cents of every dollar goes to support military children  Fully funded until 1970  Funded at 60% currently

 Significant School Needs from significant federal activity and not enough local resources  Property tax rates in the Fort Bragg region are already 22% above the state average  Two of our counties are at or below the minimum fund balance requirements Our problem…

Children from Indian Lands are weighted at 1.25 regardless of where their parents work. But if your parent is a soldier and you live on base, you are only weighted at 1. If your parent is a soldier and you live off base, you only count as.2 of a student. Because it’s not fully funded, the “Learning Opportunity Threshold” (LOT) modifier formula is applied. This LOT formula means that some districts will receive most or even all of what they are eligible for. To be able to do this, the allocations for school districts like OURS are reduced - SIGNIFICANTLY. Impact Aid Issues…

Impact Aid in the Fort Bragg Region… 2009 Federal Impact Aid in the Fort Bragg Region Funding Allocation Maximum Eligible Difference Cumberland, NC$5,887,974$13,069,313$7,181,339 Harnett, NC$251,508$1,611,162$1,359,653 Hoke, NC$391,132$1,317,463$926,331 Lee, NC$0.00$157,644 Moore, NC$24,359$415,885$391,526 Robeson, NC$28,637$497,758$469,121 Scotland, NC$11,676$156,904$145,228 Totals $6,595,286 $17,226,129$10,640,833

Impact Aid in the Fort Bragg Region… PaymentsMaximum Eligible Cumberland, NC$5,887,974$13,069,313$13,796,784$14,901,401 Harnett, NC$251,508$1,611,162$2,076,311$3,679,566 Hoke, NC$391,132$1,317,463$1,507,604$1,953,978 Lee, NC$0.00$157,644$231,235$278,279 Moore, NC$24,359$415,885$670,928$1,015,312 Robeson, NC$28,637$497,758$553,719$439,938 Scotland, NC$11,676$156,904$151,250$135,435 Totals $6,595,286$17,226,129$18,987,831$22,403,909

Impact Aid in North Carolina… Onslow County Maximum Eligible$7,128,943$8,331,909 Actual Funding$3,909,805?? Difference$3,219,138?? North Carolina Overall (30+ Districts) Maximum Eligible$39,289,213$48,080,651 Actual Funding$15,019,861?? Difference$24,269,352??

The Sad Reality of the LOT Modifier 369,261 military children depended on Impact Aid to help fund their education and only 17% of these children got 90% or more of their maximum allocation. 117,420 children from Indian Lands depended on Impact Aid to help fund their education and 66% of these children got 90% or more of their maximum allocation. 25% of the 2009 Impact Aid Funding went to Alaska and Arizona For more information contact the Fort Bragg Regional Alliance at (910) Impact Aid…

The Sad Reality of LOT Over 68% of the funding went to less than 16% of the 1343 school districts. This 16% (211 districts) got 90% or more of their Maximum Allocation. Many got the full 100% Impact Aid

Possible Steps to Improve Impact Aid Adjust the Impact Aid formula to reflect parity for ALL Federally-impacted students Eliminate the LOT modifier But the real solution… Fully fund Impact Aid Impact Aid solutions…
