Maryland’s Plan Implementing the New CCDF Rules for Child Care Subsidy

State Plan – Planning Process  Engage the State Advisory Councils and Other Interested Parties  Solicit Volunteers to Serve on Workgroups Workgroup 1 - Leadership, Coordination and Family Engagement/Consumer Education (Plan Sections 1 & 2) Workgroup 2 – Child Care Subsidy (Plan Sections 3 & 4) Workgroup 3 – Licensing Standards and Monitoring (Plan Section 5) Workgroup 4 – Workforce and Quality Improvement (Plan Sections 6 & 7)  Meetings

Recommendations  Workgroup 2 12 Month Eligibility Expedited Enrollment Graduated Phase-Out of Assistance Market Rate Setting Process Revision

Cost of 12 Month Eligibility Estimation Method Example  Historical Data 52 weeks per year - 27 weeks (average weeks of care in MD) 25 weeks (remaining unpaid weeks in a year)  ratio of paid to unpaid weeks

Estimation Method Example  Customer Change Effect Compare 1 year of children count with the preceding year child count = 31% new children 1 month (amount of time it takes to enroll a new child) = 23.6 remaining unpaid weeks  revised ratio of paid to unpaid weeks

Estimation Method Example (cont.)  The ratio is the number used to determine the additional amount annually. Maryland expects to see annual subsidy expense rise by 87.6%  The additional amount of funding needed…is very high.
