Adaptation of Permanent Training for Women wishing to re–enter the labour market W O M B A C K
WHY THIS PROJECT? National and European Training policies have as a goal the adaptation of permanent training system to the needs of specific target groups. Training policies may be seen as an specific device in the equality of gender policies, which is a mainstreaming element in all social and employment policies, including training ones. Permanent training is a key element in policies aiming to improve the presence of women in the labour market. Women having left the labour market find specific barriers and obstacles to re–enter it, that means the need to adapt the training to their needs. Conciliation of labour and family life means the need to provide women with permanent training instruments adapted to their needs.
TARGET GROUP Women that, after leaving the labour market to take care of babies or dependent persons, wish to re-enter and, then, need an specific training to re-qualify or qualify in new jobs. The leaving of the labour market may be: - Total. This is the most visible situation:The woman leaves the job to take care of a baby, one of her parents... - Partial. Less evident situations, a “grey area”between leaving and fully staying: woman accepts a less qualified job(with less responsibilities), or a part – time job... Any situation that means a gradual loss of qualifications, or the owned ones become obsolete. This project will have as target group women in BOTH situations.
RESEARCH FIELD Permanent training, addressed to active or unemployed workers, either organised in a public system or not, allowing the trainee to acquire the skills and competences needed to: - Qualify for a new job. - Re-qualify for his or her current job. It includes both training and guidance actions. We will consider, as permanent training, then: - Public organised training programmes and plans. - Private organised training programmes and plans. - Enterprises training actions. Always related with the acquisition or updating of professional skills and competences.
To make proposals, based on the analysis of good practices, to adapt the Permanent Training systems and devices to the specific needs and characteristics of the target group, in the different elements of training: Programming. Set up of the broad lines of training systems. Planning. Establishment of a training plan, including organisational issues common to different training actions. Management of training actions. Issues related with the organisation of concrete training actions. Pedagogical issues. Including issues such as the teaching methodology, structure and contents of training materials, etc. Evaluation of training actions. Giving a feedback for future programming, planning, management and pedagogical issues. Labour and training guidance. As a way to enter a training action or, after it, finding a job. PHASES AND WORKING PACKAGES (I) This REFERENCE MATERIAL project is divided in phases and working packages. Some WP will overlap. This is a provisional and flexible timetable. RESEARCH PHASES Phase I – Preliminary analysis of the target group WP 1 – Analysis of the target group done by IFES. Phase II – Analysis of the target group*. WP 2 – Initial meeting. Phase I – Preliminary analysis of the target group. To have a first approach to the situation of the target group. Phase II – Analysis of the target group. Technical partners will validate the previous research. Phase III – Analysis of National Permanent Training systems and devices To have an adequate knowledge of the existing permanent training tools in each country, in order to establish the proposals in the Reference Material. Phase IV – Good practice analysis. To get lessons of adaptation of permanent training to the needs of the target group, that may be introduced in permanent training systems. Phase V – Proposal for adaptation of permanent training. To discuss, with training and equality policies actors, of adaptation of permanent training to the target group. Phase VI – Elaboration of the Reference Material. The Reference Material, main product of the project, will make concrete proposals on how to adapt the training systems.
