1 COASTAL PLANNING – WHERE ARE WE AT? A local government perspective 15 April 2015

2 Where we have been Pre coastal planning Unplanned coastal settlement, often in locations with very limited infrastructure. Tenby Point

3 Where we have been Coastal Management Act (1995) – Established Victorian Coastal Council as the peak body for strategic planning and management of Victoria’s coastline Purpose of the strategy; The Victorian Coastal Strategy must provide for the long term planning of the Victorian Coast- a)to ensure the protection of significant environmental features of the coast; and b)to provide clear direction for the future use of the coast including the marine environment; and c)to identify suitable development areas and development opportunities on the coast; and d)to ensure the sustainable use of natural coastal resources.

Where have we been First Coastal Strategy released in 1997 Strategy is reviewed every 5 years and is now in its fourth iteration Victorian Coastal Strategy

Key Issues – Managing population growth – Adapting to a changing climate – Managing coastal land and infrastructure – Valuing the natural environment – Integrating marine planning 5 The Victorian Coastal Strategy

Joint initiative to address riverine flooding, current and future coastal inundation as a result of predicted sea level rise Amendment C82 Land Subject to Inundation Overlay

Planning Permit trigger for: Buildings and Works (includes new dwellings and extensions greater than 20m²) Earthworks New application requirements – Council may request a CHVA.

Amendment C82 Land Subject to Inundation Overlay Exhibition - Key Issues Planning for sea level rise Using the Victorian Coastal Inundation Dataset Mapping methodology Panel said “A planning mechanism is justified to trigger consideration of riverine flooding and coastal inundation in the planning process.” Further “The Panel is satisfied that the Amendment is broadly strategically justified, complies with the relevant State and local planning policies and complies with the Ministerial Directions and Planning Practice Notes.”

Amendment C82 Land Subject to Inundation Overlay
