The strategies we follow…  The Youth Guarantee in Finland  provides employment, training and a customized services  The Finnish youth guarantee is to be based on the Public-Private- People-Partnership model, where young adults are themselves the actors, responsible for their own future.  Youth guarantee is a primary goal of the Government Programme  The Regional Employment Services Action Plan  Implementation of Youth Guarantee in Tampere Region  Maintained by the Employment Services Unit, City of Tampere Ene Härkönen

TREDEA, the Tampere Region Economic Development Agency Ene Härkönen TREDEA is building and maintaining attractiveness of the region in four main topics: VISIT, INNOVATE, LIVE and INVEST

The key points for our LAP  Connecting “right” people  Together we can make it work!  Authorities, entrepreneurs and young people together create new platform for entrepreneurship  Lobbying towards the same target  Connecting existing resources and searching for other resources  Increasing the attitude towards entrepreneurship  Unemployed young people will get “personal trainer” to support him/her towards entrepreneurship  Youth services becomes a permanent part of the Employment Services Unit Ene Härkönen

Developing enterprising, self-employment and job-creation -Creating co-operative team-entrepreneurship for young people (GFI) -Inventing new ways to meet young people relating to entrepreneurial advising Co-creation ’spaces’ for coordination, skills development and job-creation -Creating new platform for entrepreneurial actors and young people together to think new ideas -One big enterprising community should be created somewhere in Tampere to support local small businesses and start-ups (e.g. Finlayson area) -There should be very cheap places for young entrepreneurs to start their business -There should be one place where entrepreneurs and young unemployed people could meet face to face Brokerage between young people and business -Mentors from business world, giving an effort to the young people and students (GFI) Ene Härkönen HOW SHALL WE DO IT?

The city has a definite strategy and policy landscape and partnerships in YI The LAP needs to be fitted wisely into the existing landscape and procedures in good time 1.2. The city strategy and policy landscape on YI is rather complex, or scattered The LAP could play a seminal role in connecting/ integrating otherwise scattered policies/initiatives TRENTERPRISE 1.3. There is no existing YI strategy or policy and/or partnership The LAP could be an important platform to develop a YI policy/strategy

There are scarce or no resources yet readily available to sustain MGatW Scouting for possibilities (city, regional, structural funds, other sources, joint initiatives etc. needs to be started immediately

The MGatW project is in a good position in terms of necessary connections to decision making and important stakeholder attitudes are favourable The development of LAP needs to take full advantage of and maintain this position 4.2. The MGatW project is in an indefinite position in terms of necessary connections to decision making and important stakeholder attitudes are hesitant or unclear The development of LAP has the challenge of tipping the situation to clearly positive by active lobbying,, and make a definite plan how to do it 4.3. The MGatW project is in a weak position in terms of necessary connections to decision making and important stakeholder attitudes are passive and/or negative The development of LAP has an important challenge to improve the situation, and make a definite plan how to do it TRENTERPRISE
