Some economic issues Slow speed in the adoption of cloud computing is hindering economic growth, not only consumer welfare. Large manufacturing corporations are experiencing the positive effects of the rise of big data, e.g. GE. SME can expand much faster if cloud computing access is improved and costs, reduced.

What is to be done? For that, we should combine national and regional efforts with a due consideration to some new proposals. We must recognize the positive role large OTT might play: it is in their own interest to expand their markets. E.g., more efficient data delivery, application design for non information-intensive contexts, better compression algorithms. New regulatory frameworks

Regulatory changes Users protection (i) protect privacy and stored data, fostering transparency of security practices, (ii) prevent conflicts over privacy and data security, (iii) protect free speech, (iv) ensure data portability, and (v) guarantee users’ security in the cloud. Promotion of access (i) ensure that communication infrastructure is cloud ready, (ii) foster innovation in services through the protection of intellectual property rights, and (iii) manage government procurement policies.

Recommendations Creating a high level regional dialogue aimed at reaching and implementing multilateral agreements on – Regional cloud infrastructure. – Modernization and harmonization of SLAs and standards. – Regulatory frameworks for personal data protection, security and privacy. – Harmonization of international data transfer regulations in order to facilitate secure personal data transfers between countries. – Promotion of government services in the cloud as a drive for cloud computing expansion. –Monitoring cloud computing adoption in the region to support policy making.

A better dialogue between governments, operators and OTTs.
