Strategic Plan for Data Innovation  Promote and develop a shared understanding of existing or emerging technologies, services, and products related to data, data collection, and its use.  Forming avenues of collaboration and initiating methodology necessary for sharing data as applied to real problems faced by California.

Collaboration Connections For All Californians  Governor's Water Action Plan  CA Water Plan Update 2013  Proposition 1

Collaboration at All Levels is Essential Best available science to inform decision makers. Integration of Innovation Crosses All Borders

Gov.’s Water Action Plan Excerpts  “Working Together and Continued Collaboration is Essential”  “Collaboration between federal, state, local and tribal governments, in coordination with our partners in a wide range of industry, government and nongovernmental organizations is not only important—it is essential. “

 “Collaboration is essential. Successful implementation of this plan will require increased collaboration between state, federal and local governments, regional agencies, tribal governments, and the public and the private sectors.”

 “Together, these actions……..reflect an integration of new ideas with the ongoing important work that the state and federal government, local agencies, and others are already engaged in and require coordination and collaboration across levels of government.”

 “This effort will increase collaboration and transparency and ensure that management decisions are supported by the best available science.”

CA Water Plan Update 2013  Vol. 1 - THE STRATEGIC PLAN  Ch. 2, Imperative to Invest in Innovation and Infrastructure  Collaboration and Alignment Are Necessary

Proposition 1  § (d) In making decisions regarding water resources, state and local water agencies will use the best available science to inform those decisions.

Proposition 1  § (e) Special consideration will be given to projects that employ new or innovative technology or practices, including decision support tools that support the integration of multiple jurisdictions, including, but not limited to, water supply, flood control, land use, and sanitation.

Implementation  Developing programmatic methodology  Systems for data collection are extremely complex and fraught with issues and complications surrounding metrics  Water use and related data may be even more difficult given the degree of definitional noise associated with past and present water-use related metrics.

Understanding and developing sound metrics is essential to progress on all fronts and in all realms of record keeping. The GIS community is affording the highest degree of coordination in record keeping.

 It is essential to record and transmit the fundamental definitions, attributes, and other properties making up any metric, data, or physical object or associated bit of data which is part of the overall system of data collection.

Mission, GIS, Records  The proper planning and management of water resources is not possible without a systematic program to ensure data integrity. This is essential DWR’s Mission.

Connections  These connections found between coordination, definitions, and planning water resources are based in the principles of record keeping and can only be achieved by record keepers.

Record Keeping: “most importantly, we must all dedicate the time to keep records with the necessary degree of organization necessary to engage in systematic improvement. Coordination is among the principle avenues travelled by the record keeper. We are all record keepers. Technology and technological advances are possible only through record keeping.”

Poor record keeping is a major cause of systemic inefficiencies and a slew of other problems plaguing everyone.

The Record Keeper’s Pledge of Allegiance “I pledge allegiance to the records of the State of California, and to the public for which they help protect, one State coordinated with safety, water supply, and protection of the environment for all.”
