Using monitoring data to strengthen national and local policy decisions

Evidence-based policy-making may be defined as using statistics and other sources of information systematically to 1.highlight issues, 2.define goals, 3.present policy choice, 4.monitor policy implementation and 5.evaluate policy impact.

The way to go is  STATISTICS! Statistics, evidence and surveys could make links between data, knowledge, analysis and policy.

Database consists of 320 indicators 143 indicators are presented by gender 92 indicators are on municipality level Indicators organised within 5 multilateral strategies 1.MDG, Millenium Development goals PRS, Poverty Reduction Strategy NPA, National Plan of Action for Children WFC, World Fit for Children WSC, World Summit for Children - 50 DevInfo 5.0, Serbia (May 2008)

DevInfo is a key/strategic tool for: NPA monitoring Development and monitoring of the national MDGs PRS monitoring and reporting Planning and presentations in line ministries (MoH, MoE, MSF) Gender issues

National Plan of Action for children monitoring (Council for child rights) Local Plan of Action for children monitoring (21 municipalities)

National level: Dept social indicators and analysis of the Statistical Office of the Republic of Serbia’s responsible for DevInfo development/maintenance. Local level: DevInfo coordinator nominated – and paid by municipality - in each of 21 municipalities where the Local Plan of Action for Children is being implemented.

Nationalisation of the MDG in Serbia 2006 Five working groups established ( Gender, Education, Health, Environment, Poverty reduction) Each group has the representative of the Statistical Office MICS 3 data used as a baseline DevInfo is official tool for MDG monitoring

PRS monitoring: Preparation of PRS reports * Coordination between ministries/institution Analyses Planning * MICS 3 data used as a key information source for the second report

The way to go: DevInfo database to be updated twice per year on the web Yearly DevInfo Standard report to be distributed to all partners Further development of DevInfo at the local level review of existing databases, development of standard database to monitor local and national priorities, establishment of links between national and local databases
