April 2010 Background:  TRANSPOINT Lease Expiration 2008 (Now 2018 w/out clause)  Planning began in 2004 to relocate to different leased location  GSA Took Possession of St Es Dec 2004  2006 President’s Budget  Directing stabilization and consideration of development of Federal Enclave at St Es  Specifically mentioned St Es as a potential future site for CG Headquarters  Revised Program of Requirements (June 05) looked to St Elizabeths 3

April 2010 Background (cont):  FY 2006 GSA Appropriation included:  $13.1M for infrastructure  $25M for CG HQ Building Design at St. Es  DHS NCR Housing Master Plan, October 2006  Documented the DHS HQ Consolidation Initiative  Required by FY 2007 Homeland Security Appropriation Act  “The lessons learned from Hurricane Katrina and Secretary Chertoff’s Second Stage Review have reinforced the critical requirement that DHS operate with increased integration to prepare for and respond to natural disasters or terrorist attacks.”  “…Department’s legacy facilities are dispersed over more than 60 buildings throughout the National Capital Region….” 4
