Tier 1 – Framework Document This document sets out the rules, values and principles for information sharing between organisations irrespective of the purpose, it is aimed at organisations at strategic level Tier 2 – Information Community Agreement This is a means of defining a specific community of 2 or more organisations who have come together for a common purpose with a shared objective in respect of information sharing/processing. It is aimed at orgainsations at middle management level Tier 3 – Operational Arrangement This is a means of capturing the relevant business processes that will support effective information sharing/processing for a particular purpose and then communicating those to the appropriate operational staff within and across organisations. It is aimed at an organisations ‘operational manager/practitioner level’

Tier 4 – Matrix This document when completed will support data exchange between partners and the IT access permission levels for different staff. It can also be used by staff to see what information they should expect to have shared with them and which they should also share with partners Tier 5 – Policy & Guidance Based on the DFES Information Sharing: Practitioners Guide Tier 6 – Confidentiality Agreements Currently in operation across Trafford Social Services, staff sign when taking part in multi agency meetings and discussing cases

Tier 7 – Information Sharing Guides Staff Guide This will be distributed via training sessions Guide for Service Users, Parents & Carers This is being distributed in Feb/March 07 with Trafford Council Tax Bill, and constitutes our Fair Processing Notice Guide for Young People This will also have a ‘lesson plan’ for group leaders/teachers to use when distributing it. It is being linked into the Transition & Support activities

Tier 8 – Training Materials These will be developed to ensure the competencies specified in the DFES Common Core of Skills & Knowledge are covered. The training will be developed alongside the Workforce Development Strategy as complete courses and modular units which can be included in other training programmes. Tier 9 – Appendices This is a reference guide which includes a glossary of terms, and information on relevant legislation, regulations, guidance and standards.
