The aim of our work is to reveal the advantages of the new satellite system and estimate how useful it can be for people of UGRA.

The project “ Space UGRA “ is aimed at systemic usage of the newest Russian technologies in space engineering, communication and computer science, network engineering and TV techniques. Much of them have no foreign analogues.

This project is supposed to create the multifunctional technical system based on economical, technologically effective and prompt decision of many tasks: 1) reliable unlimited mobile satellite contact of wide usage 2) digital high-quality satellite TV broadcasting 3) development of high-speed mobile Internet in our region 4) high-precision determination of coordinates and positioning 5) navigation in our okrug 6) ecological monitoring of soils, urban- industrial environment, waters, flora and fauna of UGRA 7) ecological monitoring of urban territories and industrial objects

8)chemical and biological safety of UGRA 9) observations of linear systems in engineering 10) complex planning, projects and development of territories 11) warning of natural disasters, anthropogenic disasters and overcoming their consequences in our okrug. 12) security of people of UGRA 13) educational tasks connected with training the staff which is able to work with satellite information 14) geological prospecting tasks of UGRA 15) changing the traditional technologies in different branches in terms of using satellite information.

The major gas-and-oil producing companies, transport and energy companies which work in UGRA are interested in solving of these tasks. This multifunctional technical system consists of cosmic and ground components and includes: 1) satellites which will be increased till pieces of kg. in weight placed at the low orbits which are km/ in height in the terrestrial space. 2) ground equipment 3) specialized software 4) specially trained staff

The conception of this project has been developed in the Surgut State University under the guidance of the director of the Institute of Economics, Law and Management, Dr. of Economic Science, Candidate of Physics- Matematical Science, Professor Victor Grigorjevitch Sokolov together with the National Fund “Uni Olymp” and the Federal Space Agency.

It is supposed that the Surgut State University is ready to take a coordinating role in this project including the elaboration of project feasibility study, the designed office and the system of project management. The collaboration and distance learning on-line are considered today between the Surgut State University and Moscow State University. They are supposed to teach 10 students from Surgut.
