Infrastructure  What limitations exist for current & future research needs ? (offices, labs, equipment, OSP, library….) Culture  Do we have an aggressive reward system ? (salaries, high expectations, incentives, awards…)  Do we make P&T decisions on the basis of adequate or outstanding performance ? Time  Do we protect our most important resource with vigor ? What is the appropriate balance amongst our teaching, research, service & entrepreneurial missions ? Key internal questions:

Faculty Assets  What is the productivity of our faculty as a f(rank) ?  Do we need a policy that some fraction of the new faculty are hired on their ability to “fit” into a central theme ?  Pursuit of endowed chairs: a key component of our next campaign. Q: how many & in what areas ? We are lacking in Corporate Endowed Chairs….  P&T: rewarding excellence (benchmark/define)  Mentoring of junior faculty  Pursuit of National Academy Members - not only must candidates demonstrate stellar R&D programs, but they must also be active in national and professional societies as leaders, and participate in task groups and study groups of the national academies…  We need more UMR alumni to be faculty in leadership positions, and we need more research faculty

 No top tier institution in terms of research and/or technology transfer performance has attained and maintained this level without a strong and stable set of cultural rewards and incentives.  Benchmark institutions have even-handed expectations across disciplines about the desirability of external sponsorship & scholarly activity. This extends to the social sciences and humanities - there are deep pools of foundation money to support research and scholarship in these areas.  Strong & definitive language in the P&T criteria - quantitative benchmarks for proposal activity, external funding expectations, scholarly activity, graduate theses supervised. Mission The mission of the UMR Office of Sponsored Programs is to enhance and facilitate University research and external funding by providing services, in a timely and professional manner, to all persons involved with sponsored program activities. Office of Sponsored Programs

A service organization which:  provides financial and administrative guidance and support to University personnel involved with external funding;  reviews all proposals for compliance with applicable guidelines, rules, and regulations prior to submission;  provides institutional endorsement of all proposals and administrative reporting;  negotiates administrative and financial matters of proposed contracts, grants, memorandums, etc.; and  provides financial accountability to the funding agencies.
