Wayne Huebner Vice Provost for Research University of Missouri-Rolla Rolla, MO presentation to: F 3 September 6, 2006 Research UMR: Serving the needs of Missouri and our Nation

UMR’s Strategic Plan Vision UMR will be an internationally recognized technological university, bridging technology, business, and the liberal arts to prepare students to lead in solving the challenges of a global, diverse society through excellence in undergraduate and graduate education, scholarship, and research. Goal UMR will be one of the top 5 technological research universities in the United States by 2010.

Important Research Measures  Research expenditures  proposal submissions  proposal awarded  indirect $ generated; cost sharing  # Ph.D. students graduated/faculty member/year  # publications/faculty member/year  Faculty with national awards  e.g. National Academy Membership Technology Transfer Related:  Attraction of entrepreneurial faculty  Invention disclosures, patents, licenses, royalty stream, venture capital $, start-up companies….

  Research productivity goals   Space   Indirect waiver / cost sharing   Gifts for research   Equipment matching   Academic year release   University    Research integrity / industry relationsconflicts of interest   Use of university research   Intellectual property/ facilities tech transfer   Indirect return Major policy issues related to research growth:

FY 06: Proposals Awarded through June Total: $32.0 M 12.9% growth over FY05

Total: $116.2 M FY 06: Proposals Submitted through June -13.0% compared to FY05

Expenditures

New Proposal Submissions

  Campus75%   PI:5%   Deans3.75%   Chairs3.75%   VPR12.5% Distribution of F&A Funds

 Rainy day: covering the stipends of graduate students, salary of research faculty, etc. whose contract has expired  Research needs (materials, supplies, analytical services…)  Communications / publications  Travel  “Small” equipment needs  Undergraduate research assistants  Books Etc…. mostly serving “local” needs….. PI uses of SRI funds….

In addition to many of the PI uses…  Proposal cost matching  Faculty start-up costs  Infrastructure costs (remodeling labs..)  Support staff costs (secretarial, research technicians..)  Seminar series (external speakers, honoraria..)  “Larger” equipment needs  Award banquets  Supporting student groups (professional societies, design competitions..) Etc…. Departmental uses of SRI funds….

In addition to & overlap with many of the department uses…   Proposal cost matching   Faculty start-up costs   “Largest” equipment needs   School-wide infrastructure needs (buildings, labs..)  Faculty international travel Etc…. (including meeting cost $ reductions) School / college uses of SRI funds…

 Proposal cost matching (including equipment)  Faculty start-up costs  University-wide infrastructure needs (e.g. CASL, ERC, EMARC)  Support of the Fort Wood Liaison Officer  Addressing major funding opportunities OSP uses of indirect return funds

 SRI  Academic Release  Distance Education  Fixed price contracts  Gifts / development  Summer session  Small Business Services Agreements Mechanisms to Generate Cost $

Keys to Attaining Research Goals  Identify and develop strategic responses to major research opportunities, and provide mechanisms to facilitate them  Work cooperatively with the UM system’s Office of Government Relations  Encourage and coordinate intercollege, interdisciplinary research  Work with the administration to foster research collaborations outside the boundaries of our institution  Develop university positions on major policy issues related to research

 Promote appropriate research programs / activities of the campus  Encourage undergraduate and graduate student participation in research  Foster strong relations between the UMR research community and federal / industrial partners  A smooth-running Office of Sponsored Programs  Strong relationship with the development office  Pursuit of emerging opportunities will dictate a need to raise funds for research infrastructure (buildings, labs, chaired professorships..) Keys to Attaining Research Goals

Do we have the faculty, infrastructure, culture and time to continue on this path ? Faculty  What is the average productivity here & at our peer institutions for endowed chairs, and full, associate, assistant & research professors ?  What is the distribution & overall # needed for us to succeed ?  Do we have the strong, supportive leadership at all levels needed to propel us to the next level ? Infrastructure  What limitations exist for current & future research needs ? (offices, labs, equipment, OSP, library….) Culture  Do we have an aggressive reward system ? (salaries, high expectations, incentives, awards…)  Do we make P&T decisions on the basis of adequate or outstanding performance ? Time  Do we protect our most important resource with vigor ? What is the appropriate balance amongst our teaching, research, service & entrepreneurial missions ? Key internal questions:

Faculty Assets  What is the productivity of our faculty as a f(rank) ?  Do we need a policy that some fraction of the new faculty are hired on their ability to “fit” into a central theme ?  Pursuit of endowed chairs: a key component of our next campaign. Q: how many & in what areas ? We are lacking in Corporate Endowed Chairs….  P&T: rewarding excellence (benchmark/define)  Mentoring of junior faculty  Pursuit of National Academy Members - not only must candidates demonstrate stellar R&D programs, but they must also be active in national and professional societies as leaders, and participate in task groups and study groups of the national academies…  We need more UMR alumni to be faculty in leadership positions, and we need more research faculty

 No top tier institution in terms of research and/or technology transfer performance has attained and maintained this level without a strong and stable set of cultural rewards and incentives.  Benchmark institutions have even-handed expectations across disciplines about the desirability of external sponsorship & scholarly activity. This extends to the social sciences and humanities - there are deep pools of foundation money to support research and scholarship in these areas.  Strong & definitive language in the P&T criteria - quantitative benchmarks for proposal activity, external funding expectations, scholarly activity, graduate theses supervised. Organizational Culture & Reward System

 Grant incentive program developed by the UM system  Leadership communication - Chancellor/Provost/Deans/ VPR etc…all need a uniform & updated set of talking points  Marketing: celebrating industrial research.  Faculty excellence awards - revisions needed ?  Financial incentives must be provided to deans & department chairs in building research excellence & partnerships

Physical Infrastructure Limits  Hot spots: occurring at the boundaries where schools occupy the same building (Schrenk, Fulton), and for major (interdisciplinary) research initiatives  Classroom vs. research  MTI  CAMT  Materials  ME  Biology / Chemistry /  CASLChem E  Proprietary/classified research  Equipment ? - FIB, confocal microscope, bio-related  Rehabilitation of existing physical plant vs. new construction ? Are we effectively using the space we have ?  High impact priority - establishment of the UMR 2 I & the erection of a “technology” building. This would be a highly visible symbol of what the university is trying to accomplish.

Mission The mission of the UMR Office of Sponsored Programs is to enhance and facilitate University research and external funding by providing services, in a timely and professional manner, to all persons involved with sponsored program activities. Office of Sponsored Programs

A service organization which:  provides financial and administrative guidance and support to University personnel involved with external funding;  reviews all proposals for compliance with applicable guidelines, rules, and regulations prior to submission;  provides institutional endorsement of all proposals and administrative reporting;  negotiates administrative and financial matters of proposed contracts, grants, memorandums, etc.; and  provides financial accountability to the funding agencies. What is the OSP ?

The deadlines for the academic year are: October 2, 2006 and February 12, 2007 Applications must be received by the designated campus official no later than 5 p.m. on the deadline date. Late submissions will be held for the next deadline. UMRB Application Deadlines

#1 Resource: Time Must be protected with vigor and used wisely #1 Asset: People Who we hire, tenure and promote are the most important decisions we make. We must create an environment where the best, brightest and most creative faculty and staff are attracted and unleashed.
