GBS OF GICUMBI

GBS PROGRAM: WATER AND SANITATION SUB PROGRAM: WATER INFRASTRUCTURE DEVELOPMENT Gender Situational Analysis The leading objective of this sector is to supply to the big part of population of Gicumbi District with sufficient water quantities and qualities for domestic use and consumption. Based on the statistics report of Dec. 2014, the majority of population in Gicumbi district is women (52.8%). Although Gicumbi district access to improved water sources is still low with only 9% of piped water (EICV 3:2011), However, the majority of the population consumes water from protected springs that constitute 58.9% of the sources. Other source include protected well and rain water that contribute 2.5% and 1.3% respectively. According to Rwandan culture, Women andChildren concentrate their time to fetch water and can not have time to invest them for income generating activities. To overcome this problem, Gicumbi District has set up strategy of increasing the number of water sources to reduce this big issue of fetching water from far away main objective is that,at the end the HHs accessibility to clean water should not more than 500m of distance according to DDP. Once the accessibility is increased men also will be involved in fetching process and the time allocated to this activity will be reduced. Other strategies; the GBS should be indicated in to the works execution contract and the entrepreneur should be monitored and evaluated about GBS before to pay his/her invoice. GBS Cont. PROGRAM: ENERGY SUB PROGRAM: ENERGY ACCESS Gender Situational Analysis : Energy plays an important role in developing and in the implementation of the district development plan. Therefore the district needs to emphasize the distribution in terms of quantity and quality energy to facilitate the functioning of other sectors. The development of energy sector will also facilitate the development of the private sector as their main activities are based on the level and availability of energy. The role of energy is through primary consumption used for lighting and cooking as crusual role to Women and men. The majority of the population in the district is Women (217,438) speciary in sector of Ruvune-Bwisige-Muko-Giti ( 36,514) and they use battery as a source of lighting, while only 8.9% of the district population uses electricity as a source of lighting. 27.2% of the population use lantern as a source of fuel for lighting. So because of the stated above issue, 36,514 Women and 33,240 men living in Ruvune, Bwisige, Muko and Giti sectors are area in need of electricity especially during evening works at home (cooking, taking care children and revision to lessons learnt by girls studying in 9&12YBE).The electrification of line Ruvune-Bwisige-Muko-Giti will contribute to developement of Women and men of this area throug creation of new employment.To overcome this problem, Gicumbi District has set up strong strategie of increasing electricity as a source of lighting.It is also including in IMIHIGO every year untill to achieve 239km of electricity networks in rural area. Once the electricity accessibility is increased in rural area men and women will be involved in business developement and poverty will be reduced.Other strategies; the GBS should be indicated in to the works execution contract and the enterpronieur should be monitored and evaluted about GBS before to pay his/her invoice. PROGRAM: SOCIAL PROTECTION Sub Program: VULNERABLE GROUP SUPPORT Gender situation analysis: In order to reduce poverty line from 45% to 30% and extreme poverty from 33% to 9% by 2020, women and Men will be supported to increase production and job creation to women of Gicumbi District) Provide direct support to 1200 venerable households of Imirenge under VUP programmed, enroll 6000 vulnerable people in public works through construction of 180ha of radical terraces in Giti, Nyamiyaga, Mukarange, Manyagiro,and Nyankenke sectors and maintaining 60 km of roads in kaniga and Muko sectors and IDP model village in Rutare sector, Finance life skills project through financial supports, Social Assistance Benefits - In Cash (VUP DS),Implement the projects of Financial Services, Support Ubudehe Project,other strategies taken S/N OutputActivityIndicator Allocated Budget 3 2,800 women and 2,198 men employed 1,981 Women and 1,186 Men beneficiaries supported on Direct Support and 330 women and 408 men supported through Financial services program Construction of radical terraces in Nyankenke, Manyagiro, Muko, Giti, Nyamiyaga, Mukarange sectors,IDP model in Rutare,to maintain 60km of road in Kaniga sector,to provide DS and FS to vulnerable people.Support microprojects (ubudehe) Number of vulnerables wemen and men employed in PW and graduated,the vulnerable people received DS,FS,Number of people increased their revenues from DS and FS programs 1,230,413,050

GBS PROGRAM: TRANSPORT SUB PROGRAM: ROADS INFRASTRUCTURE GENDER SITUATION ANALYSIS: In Gicumbi district, transport sector is important as it links sectors with cells, sectors with the district and the district with other districts. This has pulled up effort together in promoting the development of transport system at district level. Roads will be constructed in sectors and cells and roads linking to the main highway will be constructed to facilitate access to markets by farmers include Women as majorlity population (52.8% of total popuration). To overcome, these tremendous challenges under transport sector, the district has set up the project of construction of Kageyo Stone paved road; this will facilitate most of businesses runing by women through good conditions of transport facilitation which will affect women s 'businesses positivery. Finaly when District will constructing the roads,will recruit women and men for those jobs. PROGRAM: HEALTH SUB PROGRAM: HEALTH INFRASTRUCTURE GENDER SITUATION ANALYSIS: Maternal and child mortality is still high, insufficient use of maternal and child health services prevalence of malnutrition mainly among children and women (44 % of children have chronic malnutrition), Emerging burden of Non Communicable Diseases (cardiovascular diseases, diabetes, chronic respiratory diseases, cancers,..) and high prevalence of Mental health problems High prevalence of poor hygiene borne diseases: 7 out of 10 top causes of morbidity in health centers have a direct link to poor hygiene. So, the Nyamiyaga and Mukarange sectors' residents get health care from long distance (7-10km) to neighboring health centers located into others sectors (Rushaki, Rutare). People (pregnant women, children, elders,...) suffer a lot while walking such distances. Construction of Nyamiyaga and Mukarange Health Centers should help to get easily health care by reducing long distance and getting close service delivery to 35,866 people which is comprised of 18,504 girls and the rest being women. In addition, to deal with this critical situation we're planning to construct a modern health center in Mukarange and Nyamiyaga sector which will contribute more in addressing gender issue because it will reduce the burden of men who had to carry a pregnancy to Rushaki and Rutare health centers without leaving inside the health of the woman who might give birth before reaching the health center.
