International Civil Aviation Organization GNSS SURVEY OUTCOME Secretariat ICAO APAC Office GNSS IMPLEMENTATION SEMINAR 26 MARCH 2012

2 GNSS SURVEY APANPIRG noted with concern slow progress of GNSS implementation in the region Survey questionnaire developed with the active cooperation of HQ and some external agencies Questionnaire circulated 30 November 2010 Reminder issued on 11 May Responses received till July 2011 (40% response rate) GNSS IMPLEMENTATION SEMINAR

GNSS SURVEY Has your State developed any plan to implement GNSS? Out of the 24 States that responded to the survey questionnaire, 19 States informed that they had developed plans for the implementation of GNSS, but 5 States responded that they had not developed any such plan. Recommendation: Workshop may consider developing a recommendation for the States, which have not developed their integrated GNSS implementation plan to consider developing one SURVEY ITEMYESNO Has your State developed any plan to implement GNSS (Yes, No) 195 GNSS IMPLEMENTATION SEMINAR

GNSS SURVEY - 2 Approval Most of the Administrations provide on a Supplementary Basis for RNAV, SIDs/STARs, Non-Precision Approach, Approach with Vertical Guidance and Precision Approach. Many Administrations are also providing approval for Oceanic/Remote Area on a “Sole Means” basis. SURVEY ITEMSUPPLEMEN TARY ONLY MEANS SUPP/OM Oceanic/Remote Area1063 RNAV1424 SIDs/STARs1343 Non Precision Approach1352 Approach with Vert Guidance (Baro V- Nav, SBAS) 622 Precision Approach (GBAS/GLS)221

GNSS SURVEY - 3 Initiation of GNSS-based Services Some States initiated GNSS implementation in their regions after receiving request for provision from the airline operators, some States took their own initiative for GNSS implementation SURVEY ITEMYESNO Has your Administration received requests from domestic/international aircraft operators to provide GNSS-based services? 185

GNSS SURVEY - 6 Aircraft Equipage Many of the Administrations did not provide any information in respect of level of aircraft equipage. In some Administrations up to 97% of the domestic aircraft were reported to be equipped, but in one Administration the level of equipage was as low as 4%. The equipage for international operations varied between 12 and 100%. Level of aircraft equipage may be an important factor for promoting adoption of GNSS SURVEY TASKLEVEL What percentage of aircraft, registered in your State is equipped with GNSS avionics? A) Domestic with C129 or equivalent (or C145/146 etc.)>10% - 13 B) Int’l C129 or equivalent (or C145/146) >50% - 12

GNSS SURVEY - 7 Instrument Approaches SURVEY ITEMSNO. What is the number of runway in your State that meet instrument standards but do not have instrument approach or are served by a circling procedure only? Japan81 PNG5 Philippines13 ROK9 Singapore1 USAVery Few French Polynesia23 North Caledonia3

8 GNSS SURVEY - 8 Decommissioning of Conventional NAVAIDS ICAO recommends transitioning from terrestrial navigation systems to the Global Navigation Satellite Systems. Transition is required to be planned and supported by development of regulatory and operational environment. States, may however opt to retain certain number of terrestrial systems to support operations in the event of failure of GNSS Project title (Insert, Header & Footer) SURVEY ITEMYESNO Has your Administration planned the decommissioning of conventional nav-aids 159

9 GNSS SURVEY - 9 Decommissioning schedule Decommissioning of terrestrial systems is required to be initiated after safety impact of this activity has been assessed. Similarly continued investment towards implementation of terrestrial systems will be based on assessment of the situation. GNSS IMPLEMENTATION SEMINAR ) SURVEY ITEM<=5 YRS5-10 YRS=>10 YRS If the answer to Item 8 is ‘Yes’, then when is the planned decommissioning scheduled to start 732

10 GNSS SURVEY - 11 GNSS Manual GNSS Manual or Doc 9849 describes the concept of operation that uses the core satellite constellation and augmentation systems. In addition to providing basic explanation of satellite navigation technology including satellite system, augmentation systems and avionics, it discusses implementation considerations that will assist the States in planning for orderly introduction of service based on GNSS guidance. It also informs about future prospects for evolution of GNSS GNSS IMPLEMENTATION SEMINAR SURVEY ITEMYESNO Have you used GNSS Manual (Doc 9849) as a reference when considering the implementation of GNSS operations? 221

11 GNSS SURVEY - 13 Augmentation Systems With MSAS, GAGAN and COMPASS (SBAS Augmentation) operating in the region, a considerable portion of the airspace is likely to be covered by SBAS. Some States have opted to enhance the navigation performance in their airspace by planning to have SBAS. GBAS is also being planned by many States to enhance approach and landing performance. GNSS IMPLEMENTATION SEMINAR SURVEY ITEMYESNO Does your State have any plans to implement augmentation systems? a)SBAS617 b)GBAS149

12 GNSS as element for ILS Some States have permitted the use of GPS based FMS to perform distance checks as a part of ILS let down procedures, where DME is not available. APANPIRG/22 agreed that GNSS should be considered for including as an ILS component. Recommendation: Workshop invited to develop a recommendation on the issue for the consideration of CNS/MET SG/16 GNSS SURVEY - 15 GNSS IMPLEMENTATION SEMINAR SURVEY ITEMYESNO Do you have ILS systems with marker beacons only (no DME) for aircraft to perform altitude/distance cross checks? If yes, do you allow the use of FMS (GPS) based computed distance checks instead? 420

13 GNSS SURVEY - 15 ADS-C Automatic Dependent Surveillance – Contract or ADS-C has been used by many States to support situation awareness at the Air Traffic Control position. ADS-C is normally complemented by Controller Pilot Data Communication or CPDLC another satellite based application. GNSS IMPLEMENTATION SEMINAR SURVEY ITEMYESNO Is your State using ADS-C 1311

14 GNSS SURVEY - 16 ADS-B GNSS IMPLEMENTATION SEMINAR ) SURVEY ITEMYESNO Does your State have any plans to implement ADS-B based surveillance services 222 a) If answer is ‘Yes’, then when will it be implementedImplemented – 11 After b) Will it be implemented in whole or partial airspaceWhole airspace -- 9 Partial airspace ADS-B implementation planned for enhanced surveillance in: i) Non RADAR Area (NRA) 16 ii) RADAR Area (RDA) 14 iii) Aerodrome/Terminal Area (APT) 13 iv) Support surveillance data sharing 9

15 GNSS SURVEY - 17 Help/Guidance APANPIRG/22, based on the response from the States/Administrations agreed that a Seminar/Workshop be conducted in conjunction with the PBN Task Force meeting and adopted Conclusion 22/26. GNSS IMPLEMENTATION SEMINAR SURVEY ITEMYESNO Does your State need any help/guidance from ICAO in the development of GNSS plan and its implementation 177

16 RECOMMENDATIONS Recommendation 1: Workshop may consider developing a recommendation for the States, which have not developed their integrated GNSS implementation plan to consider developing one Recommendation 2: Workshop may consider to recommend to ICAO, inclusion of GNSS as an element of ILS for the purpose of distance verification Recommendation 3: Workshop may consider to develop a guidance on how to support GNSS implementation efforts in the region.
