Vessel Identification System The Vessel Identification System (VIS) Subcommittee works to assist the Coast Guard and the states with implementation of the Vessel Identification System and to provide guidance resources for states as they join and implement the VIS. Committee members contact states to offer support and provide assistance as needed.

Charge #1 Work to promote and increase state participation in VIS.

Charge #2 Develop an overview presentation for the Vessel Identification System (VIS) for members to use for presentations to stakeholders and decision makers. George Birdwell, TN Developed a power point presentation explaining VIS and how it works for Law Enforcement, Registration Offices and Marine Theft Investigators. Uploaded to NASBLA website for members to use. Simple step by step instructions to train new employees. Provides real-time information about vessels without involving the other state agency to query. Provides stolen vessel information that would be listed on NCIC. Provides Vessel Documentation information to query.

Charge #3 Survey states participating in VIS. Assess customer satisfaction, needs and issues that need to be addressed. Make recommendations for continuous improvement. VIS Survey - Sent out by NASBLA to BLA and Registration Officials within each state. 54 survey results were compiled 33 are current VIS users 81% of VIS users are in a Registration Office 35% use VIS on a daily basis. 40% were unaware that their registration database currently collects all information for VIS. Recommendations for Improvement Most of the replies said not sure or none at this time. More states to participate and get 100% participation Lien holder information Wildcard for searches to help with partial numbers

NASBLA survey shows that 73% of VIS users are Satisfied to Very Satisfied with the system.

Charge #4 Develop a policy position statement on how states should notify other states when a vessel is registered/titled in their state. BACKGROUND: Advantages for states to notify each other when an out of state registered/titled vessel is now being registered/titled in their state: Ability to track/trace stolen vessels. Aids law enforcement officers on abandoned, capsized vessels, an ultimate benefit to the vessel owner. Track ownership. Allows states to know when a registered/titled vessel has been registered/titled in another state. Allow states to know if a vessel has been destroyed. Notification should be by or mail. All titles should be surrendered from the previous titling State.

National Association of State Boating Law Administrators Policy Because of the number of advantages for States and Law Enforcement Agencies to identify and track ownership of vessels -- NASBLA supports the states to notify each other when a vessel is titled/ registered from a previous state. Notifications shall be made electronically or by mail to the appropriate state. Notifications shall be done quarterly to reflect accurate registration numbers on USCG Report of Certificate of Number issued to boats Form CGHQ-3923.

Charge #5 Identify two performance metrics states can use to evaluate registration and title programs: 1) Baseline HIN accuracy 2) Interstate Vessel Registration documentation to other states

Charge #6 Identify two measures of program uniformity for states in registering and titling vessels.

Additional Note: 5-Year Planning Goal #4 Encourage adequate resources and support for National Vessel Documentation Center for notification to states. Increase awareness of the issue to the recreational boating professionals community. VIRT Committee spent significant time in discussion with NVDC to better understand its challenges and limitations. Committee pursuing NVDC including statement on certification form that vessel owner must sign stating he has submitted title to the state. Committee will continue to research and discuss with NVDC and USCG to determine how to proceed.
