Current functioning of APOPS Prisons Mangaung Maximum Security Prison: Bloemfontein All Available Prisoner Places (2928) are filled since January 2002 From 1 July 2001 to date Contractor was penalized by Supervisory Committee on two (2) cases of Non- compliance During January 2002 two (2) Non-available Prisoner Places were deducted from Contractor’s payment Positive report on functioning of Prison received from Inspecting Judge Functioning of Contractor monitored on daily basis by DCS Controller

Current functioning of APOPS Prisons (continue) Kutama-Sinthumule Maximum Security Prison: Louis Trichardt Prison in operation since 19 February 2002 Currently accommodates 2700 prisoners Will reach full capacity (3024) during September 2002 To date only two (2) notices for Non-compliance were issued. Contractor found to be innocent Functioning of Contractor monitored on daily basis by DCS Controller

Cost effectiveness The Controller ensures that the following Standard Requirements are met on a daily basis: Security Cell Environment Essential Services Minimum Staffing Levels

Cost effectiveness (continue) The Controller ensures that the prescribed Programmes are being delivered on a daily basis by the Contractor as prescribed in the Contract

Impact of APOPS on current budget of DCS No additional funds for the APOPS contracts were supplied by the Treasury As result, posts had to be frozen This action impacts negatively on budget and creates cash-flow problems

Monitors or Watchdog bodies The Internal Monitors: Controller and staff of three(3) Head Office: APOPS DCS Internal Audit DCS Inspectors Other DCS functionaries, if and when needed

Evaluation of rehabilitation programmes The Controller conducts inspections and spot checks on programmes on a daily basis Contractor to submit Daily Report on activities performed. If falsified, penalty to be introduced Relevant DCS Specialists assist on a need to basis, e.g.: Social Worker Psychological Services Education and Training

Selection criteria of Controllers The selection criteria for DCS Controllers are: Applicable RVQ 13 qualification ± 8 years experience in DCS practices Highest level of integrity and ethical codes Computer literate Highly numerate and comfortable with statistical analysis

Career path of Controllers Controllers form part of bigger Departmental Personnel Corps As such Controller can apply for any post within Department Risk – lost of specialized staff-member

Training of Controllers The Department has trained 3 officials as Controllers in the UK. Two of the officials has since been lost to the Private Sector Empowerment needs are monitored continuously and Controllers send on relevant courses e.g. PPP course Currently a memorandum is on route to the Minister requesting the approval of training of a pool of DCS Controllers.

Supervision of Controllers The Director and DD: Operations at Head Office are in direct supervision of the Controllers Operational meetings as well as Empowerment meetings are held with the Controllers on a monthly basis on the Prison’s site The relevant local Provincial Commissioner assists with daily supervision of Controllers

Measuring of Operations Controller must ensure compliance with Schedule I of the Contract on a daily basis Any deviation / Non-compliance to be reported and recorded If Contractor in Non-compliance, Supervisory Committee adjudicates

Writings of reports The Controller has to write the following reports: Investigations Incident reports Monthly reports Annual reports (Note: Controller responsible for both Operations and Empowerment)
