Background White Paper changes are bringing all costs under scrutiny DoH were keen to have a means for the NHS to understand the value of internally provided health informatics services DoH adopted three initiatives o BIP o ‘What does a good service provider look like?’ o Service Line Costing Project

Objectives of the Service Line Costing Project Initially o To build a generic Cost Model to enable all NHS health informatics providers to compare the cost of their services with NHS peers o For the ‘private’ use of HiBC members Now to support White Paper intervention o To inform future health informatics guidance o To enable the NHS to set benchmarked costs based on best practice providers o To enable CIOs/DFs to see ‘at a glance’ whether their health informatics provider is efficient o Focus on ICT services as a common denominator
