9 Romanian Air Traffic Services Administration ROMATSA From the MET point of view ROMATSA acts as: - national provider for all aeronautical MET services, - supplier for operators, flight crew members, ATS units, SAR units, aerodrome services with the necessary meteorological information,

10 Romanian Air Traffic Services Administration ROMATSA From the MET point of view ROMATSA acts as (cont’d): - administrator of the national aeronautical MET databank, -participant to the international OPMET data exchange within the frames of ICAO AFS. -training centre in aeronautical meteorology

11 Meteorological Personnel There are 130 aeronautical meteorologists in total 100 meteorologists (MET Technicians) licensed to a medium degree - operational activities (mainly weather observing) at 16 airports; 26 licensed to a high degree (MET Forecasters) - operational activities (forecasting); 5 licensed to a high degree (MET Forecasters) - as Head of AERO MET Unit and 4 MET Experts - management and training activities All licences are obtained after examination from RCAA, and have to be renewed every 2 years for operational activities.

12 MET Operational Units Current situation: n Aeronautical meteorological offices for all 16 airports in Romania. n National Aeronautical MET Centre - NAMC - (acting also as meteorological watch office for Bucharest FIR) collocated with ACC Bucharest.

13 AERO MET Unit n Responsible with the fulfillment of MET attributions related to Air Traffic Management n Co-ordination of activity for the MET Operational Units n Co-ordination of activity for the Training Centre in Aeronautical Meteorology - TCAeM

15 ROMATSA TCAeM n In Romania, the process of both obtaining and maintaining the competences of AERO MET Forecasters and AERO MET Technicians is compliant with doc. WMO 258, appendix 1. n The process is carried on since 2007, through the dedicated ROMATSA TCAeM - audited and certified every year since by RCAA. n Training and maintaining competence is considered a safety target within ROMATSA Safety Management System and is also part of ROMATSA Quality Management System (ISO 9001 standard) objectives.

16 ROMATSA TCAeM 0. Entry level : Minimum basic instruction is requested for each category: n for AERO MET Technicians: high school diploma, n for AERO MET Forecasters: n BSc in Maths, Physics or, n BSc in Geography + MSc/PhD in meteorology or atmospheric physics. Ab initio level – obtaining competencies : Specific theoretical (T) and practical (P) courses for each category: n for AERO MET Technicians: 4 months (2T + 2P) courses, n for AERO MET Forecasters: 12 months (2 T + 10P) courses, At the end of the theoretical module a minimum of 70% is required for a written test. At the end of the practical module a hand-on evaluation is required.

Further development level – obtaining enhanced competencies : Specific theoretical (T) and practical (P) courses for each category: n for AERO MET Technicians: 5 weeks (4T + 1P) courses, n for AERO MET Forecasters: 5 weeks (4T + 1P) courses, At the end of the theoretical module a minimum of 70% is required for a written test. At the end of the practical module a hand-on evaluation is required.

19 ROMATSA TCAeM 3. Continous development – maintaining competencies (I) : Maintaining competences is achieved through two complementary modalities: n In situ training, and n Specific theoretical (T) and practical (P) courses for each category.

20 ROMATSA TCAeM 3. Continous development – maintaining competencies (II) : In situ training: is included in a locally developed and “Training Plan” n at local weather stations and NAMC, n on the job style training, n time scheduled in December for every month of the next year, n 10hours/month for every AERO MET, n mainly practical aspects, n Delivered by local Practical Instructors (PI)

21 ROMATSA TCAeM 3. Continous development – maintaining competencies (III) Specific theoretical (T) and practical (P) courses for each category: n for AERO MET Technicians: 13 days (10T + 3P) courses, n for AERO MET Forecasters: 13 days (10T + 3P) courses, At the end of the theoretical module a minimum of 70% is required for a written test. At the end of the practical module a hand-on evaluation is required.

22 ROMATSA TCAeM Human resources used by TCAeM : Theoretical Instructors (TI): n 3 MET TI: BSc degree in Physics + post graduate courses (satellite, radar, forecasting, aeronautical meteorology, etc.) + training techniques courses (EUROCONTROL Institute) + minimum 5 years experience as AERO MET Forecaster. all MET TI are also MET experts and 1 MET TI is also acting as Head of the TCAeM. n 4 non-MET TI: BSc degree in different domains + training techniques courses (EUROCONTROL Institute).

23 ROMATSA TCAeM Human resources used by TCAeM : Practical Instructors (PI): n 1 PI for AERO MET Forecasters: BSc degree in Physics + post graduate courses (satellite, radar, forecasting, aeronautical meteorology, etc.) + training techniques course + minimum 5 years experience as AERO MET Forecaster. n 18 PI for AERO MET Observers: high school degree + post graduate courses (satellite, radar, aeronautical meteorology, etc.) + training techniques course + minimum 5 years experience as AERO MET Observer.

24 ROMATSA TCAeM Other resources used by TCAeM : Theoretical Instruction room: n Dedicated space for up to 12 students, PCs (+ internet connection), projector, whiteboard, etc. Practical Instruction rooms: n Dedicated space (PC workstations) for practical instruction of AERO MET Forecasters, within the premises of the NAMC), n Dedicated space for practical instruction of AERO MET Observers, within the aeronautical meteorological offices.
