Co-operation within water management sector in Latvia B.Gulbe, CEO, Latvian water and wastewater works association

Society of water management utilities (LŪKA) Founded in 24th of May on the year of One of the oldest professional associations in Latvia 13 founder organizations from Aizkraukle, Cēsis, Daugavpils, Valmiera, Jelgava, Jēkabpils, Jūrmala, Kuldīga, Liepāja, Līvāni, Talsi, Ventspils, Rīga. LWWWWA today: −27 members from water companies −8 asociated members - SIA "Wavin Latvia", SIA "Wilo Baltija", SIA "EvoPipes«,SIA "Firma L4«, SIA «Vega-1»;SIA «Sanistal», SIA «Uponor Latvia»; SIA «Pipelife».

Historical strategy:  The introduction and upgrading of computer systems for water companies  Supply of materials and equipment  Installation of equipment and repair of water meters  Tariff policy development Today:  Cooperation with governmental organizations, development of water policy (Water management law, legislation for water price regulation, rules for EU financing eligibility);  Cooperation with municipalities, legal bodies (tariff regulator), NGOs.  Cooperation and experience sharing with EWA and neighboring countries;  Organization of specific sectorial courses, seminars, conferences (Baltic water works conference)

Investments in water sector from EU  Programming period 2007 – 2013: Total funding allocated for environmental activities (administrated by MoEPRD) – 1.28 billion EUR or 28% of the total EU Funds’ allocation for Latvia in , For water management -588 MEUR most of activities still in implementation phase; final deadline – 31 December  Programming period 2014 – 2020: On going preparation- Operational Programme submitted to the EC Relatively smaller investment portfolio for the environment – 234 MEUR

Role of association to improve utilities work National legal initiatives to government and municipalities:  Draft Law on Water Services – will entitle local governments & water utilities-to co-finance installation of private household connections, to agree on the repayment procedures and time-limits;  Partnership within EU Cohesion policy requirements development in Latvia- participation in steering committee;  Co-projects and initiatives regarding water tariff regulation.

Planned benefits from co-operation Reduced institutional framework – possible simplify implementation of projects; E-documentation; Law on water services –clearly stated rules for customers and water companies (focus also on de- centralized sewage systems ); Renovations of storm water system is essential and not a public service; Rising of knowledge of customers- advertisement, information.

Lessons learned from own expierence Good planning and cooperation is essential for good project and best results; EU money some times need to be payback; Water consumption balance with Customers willingness to pay for service and tariff is business only for water company; Managing authorities changing rules on the field; Construction never goes as straight line (additional works/time); Customers paying for all mistakes (could cause tariff rising). Price for water services rises no matter there are EU project or not.
