BLUE LAKE ESTATES POA LONG RANGE PLANNING COMMITTEE HAPPY INDEPENDENCE DAY ! 2010

LONG RANGE PLANNING COMMITTEE Performed an inventory of all POA owned buildings and parks including present size, location, use and restrictions. Hired a professional building inspector to inspect all major existing buildings to determine present condition, expected life and to identify both major and minor issues that may exist with the present structures.

LONG RANGE PLANNING COMMITTEE FORMED SUB COMMITEES TO FOCUS ON SPECIFIC PROJECTS COMMUNICATION JAY HARRIS PARKS & RECREATION BRUCE LOMAX COMMUNITY CENTER/FACILITIES SALLY LAVINE LEGAL SUPPORT DON ADAMS

POA OWNED PROPERTIES COMMUNITY CENTER/GOLF CLUB (BUILT YEARS OLD) MAINTENANCE BUILDING (BUILT IN YEARS OLD) GOLF CLUB DIRECTOR’S HOME (BUILT YEARS OLD) GOLF CLUB IRRIGATION SYSTEM – 25 YEARS OLD AGE IS A FACTOR!

LONG RANGE PLANNING COMMITTEE COMMUNICATION SUBCOMMITTEE NEW WEBSITE (BLUELAKETX.ORG) COMPLETED APRIL 2010 MONTHLY NEWSLETTER UPDATE: SUE BURKHALTER SURVEY –COMPLETED FEB 2010 − SENT 237 SURVEYS − RECEIVED 192 RESPONSES 81% PARKS & RECREATION:(CONCEPTUAL DESIGN 2010) WENNMOTH PARK BLUE RIDGE PARK DRIFTWOOD PARK DEVILS HOLLOW PARK (STORAGE PARK) SANDY CREEK PARK (STORAGE PARK) FACILITIES COMMUNITY CENTER − CONCEPTUAL DESIGN: JUNE 2010 GOLF CLUB FIREHOUSE GOLF CART STORAGE DIRECTOR’S HOME TENNIS COURTS

SURVEY RESULTS DEMOGRAPHICS OBTAINED APPROXIMATELY 62% OF OUR PROPERTY OWNERS ARE PART TIME 38% ARE FULL TIME RESPONDENT’S WERE CONSISTENT WITH DEMOGRAPHICS RESULTS FOR BOTH GROUPS WERE APPROXIMATELY THE SAME IN TERMS OF INTEREST PROPERTY OWNER INTEREST 51% OF THE RESPONDENTS WERE INTERESTED IN IMPROVEMENTS TO THE COMMUNITY CENTER EXERCISE ROOM WITH EQUIPMENT OUTSIDE PATIO WITH TABLES AND CHAIRS LARGER KITCHEN 52% OF THE RESPONDENTS WERE INTERESTED IN IMPROVEMENTS TO THE PARKS FLAT FITNESS TRAIL RECREATION AREA FOR CHILDREN SWIMMING POOL SPORTS COURT

CONCLUSION DOES THE SURVEY GIVE US A MANDATE? NO! IT ONLY PROVIDED A MEASURE OF INTEREST-”SHOULD THE LRPC CONTINUE?” NO “SHOVEL READY” PROJECTS HAVE BEEN IDENTIFIED,PLANNED OR EXPENSED. SPECIFIC PROJECTS WITH DETAILS AND COST ANALYSES WILL NEED TO BE PRESENTED TO YOU AND THE BOARD. BECAUSE OF YOUR INTEREST, “SEED MONEY”HAS BEEN ALLOCATED TO ALLOW THE LRPC TO CONTINUE. SOME PROFESSIONAL HELP WILL BE NEEDED. WHAT DOES IT TELL US? A SIGNIFICANT NUMBER OF PROPERTY OWNERS ARE INTERESTED IN IMPROVING THE COMMUNITY. OUR PARKS ARE UNDERUTILIZED WE DO NOT WANT TO BE ANOTHER “HORSESHOE BAY” YOUR DEGREE OF INTEREST INDICATED “TELL ME MORE, MAYBE I AM MAYBE I AM NOT “

CONCLUSION FUNDING FOR PROJECTS RESPONSES: SALE OF NON PRODUCTIVE PROPERTY:77.4% POA BORROWINGS:51.6% INCREASE POA ASSESSMENT46.4% OTHER 27.3% MORE THAN 100 DONATIONS HAVE BEEN RECEIVED TO DATE WE OWE YOU MORE SPECIFICS REGARDING: PROJECTS DESIGN COST FUNDING

CONCLUSION PROJECTS THAT OFFER THE MOST OPPORTUNITY INCLUDE A FLAT FITNESS TRAIL AND A SPORTS COURT DUE TO LOWER COST, A HIGH INTEREST AMONG REPONDENTS AND FAST CONSTRUCTION GIVEN THE COST AND COMPLEXITY OF A NEW COMMUNITY CENTER AND A SWIMMIMING POOL, THE DECISIONS WILL REQUIRE MUCH MORE STUDY YOUR INPUT, HELP AND ULTIMATELY YOUR FINANCIAL SUPPORT WILL BE NEEDED MORE TO COME!
