Information requested following SMS implementation presentation

RDIMS/SGDDI 2 Information requested following SMS implementation presentation Discussion at the last COSCAP-NA meeting lead to requests for the following additional details: 10.3 information on methods used for determining acceptable levels of safety; 10.4 guidance material for manufacturers to support implementation of SMS; and 10.5 checklists used to support oversight on ATM service providers.

RDIMS/SGDDI Information on methods used for determining acceptable levels of safety Safety is not an absolute condition There will always be risks Need to manage risks to an acceptable level to prevent accidents

RDIMS/SGDDI Information on methods used for determining acceptable levels of safety; Example: regulatory reference for Level of Service applies to ANS - Canadian Civil Aviation Regulation (1) requires ANS service provider to notify the Minister of intent to terminate or reduce a level of service. Minster then has the right to require the ANS service provider to complete an Aeronautical Study before any proposals are implemented

RDIMS/SGDDI Information on methods used for determining acceptable levels of safety; Aeronautical Study -Voluntary process follows Canadian Standards Association CAN/CSA – Q850 “Risk Management: Guideline for Decision Makers.” -Fundamental principles are: - Consultation with Stakeholders - Identification of Risk and proposed Mitigation - Documentation -Pending approval by the Department of Justice, Part VIII of the CARs will be amended to clarify this as a regulatory requirement

RDIMS/SGDDI Information on methods used for determining acceptable levels of safety; Reference documentation - Risk Management and Decision Making in Civil Aviation TP (03/2001) available on line at - Canadian Standards Manual available on line at - Information from NAV CANADA on this topic and their level of service policy can be found at: =en&Content=ContentDefinitionFiles\Services\ ANSPrograms\LevelOfService\default.xml

RDIMS/SGDDI Guidance material for manufacturers to support implementation of SMS Regulations for manufacturers were tabled in Jan expected to be published in about 2 to 3 years - requirements will be exactly the same as for all of Part 5 (Airworthiness) and Part 7 (Commercial Air Services) Guidance material for Part 5 and Part 7 is in the process of being revised to apply to all operators/manufacturers: Reference document is TP 13881, Safety Management Systems for Flight Operations and Aircraft Maintenance Organizations - Guide to implementation

RDIMS/SGDDI Guidance material for manufacturers to support implementation of SMS Additional Guidance on SMS Assessment - TP is the primary assessment protocol reference for T.C. Delegated Inspectors - Covers components and elements of the Civil Aviation SMS model - Expectations have been developed for each element along with associated questions and evaluation criteria -Reminder that case specific protocol will vary depending on the company being assessed Web link

RDIMS/SGDDI Checklists used to support oversight on ATM service providers. ATM - Air traffic management. The aggregation of the airborne functions and ground-based functions (air traffic services, airspace management and air traffic flow management) required to ensure the safe and efficient movement of aircraft during all phases of operations. CNS – Communications, Navigation and Surveillance. ATS – Air Traffic Services (ATC and FSS)

RDIMS/SGDDI Checklists used to support oversight on ATM service providers. CNSAuthority CAR Establishes Standards incorporates by reference Annex 10 - Requires - records - training/certification Oversight - Frequency of Inspection Policy - Safety triggers - AORs and CADORs - TC/NAVCAN Safety Oversight Committee

RDIMS/SGDDI Checklists used to support oversight on ATM service providers. ATM Authority - CAR Refinement through pending NPA has CARAC approval to describe procedures and standards Oversight - Safety triggers - AORs and CADORs - TC/NAVCAN Safety Oversight Committee

RDIMS/SGDDI Checklists used to support oversight on ATM service providers Authority CAR Links to Standards in CAR 821 (Domestic) and Chapter 3 of Annex (International) - Mandates requirement for site manual to document provision of service Oversight - Frequency of Inspection - Safety triggers - AORs and CADORs - TC/NAVCAN Safety Oversight Committee ATS
