Fundação para a Ciência e a Tecnologia (FCT) is the Portuguese national funding agency for science and research. FCT is a publicly-funded government agency, under the responsibility of the Ministry of Education and Science. FCT’s vision is to: Establish Portugal as a global reference for science, technology and innovation; Fully harness knowledge generated by scientific research for economic development and social progress.

FCT budget for science and research €436 million National State budget €287 million European Union €142 million Others €7 million 2014 Budget FCT’s budget of € million/year is provided by the Portuguese government and European Union Structural Funds. FCT funding accounts for 30% of Portugal’s annual public funding for science.

COMPETITIVE ALLOCATION OF PUBLIC FUNDS FCT BUDGET AND EXECUTION

FCT’ S MANDATE 1. Ensure training and the career development of researchers, via instruments such as the PhD Programmes and the FCT Investigator programme. 2. Maintain effective funding for science through regular calls for proposals, across all funding schemes, and improve the execution of allocated budgets. 3. Ensure rigorous and transparent evaluation processes, based on peer review by national and international experts.

FCT’ S MANDATE (cont) 4. Adjust funding for science to the transitions between European Framework Programmes. 5. Honour previous multiannual commitments. 6. Ensure Portugal is a partner in major international scientific organisations such as CERN 7. Prepare the national research and innovation system for Horizon 2020.

FCT’ S MANDATE (cont) 8. Bring science and business together, by encouraging business sector investment in R&D and involving companies in researchers’ advanced training and recruitment. 9. Be a forum for dialogue with the scientific community and other stakeholders, to inform national science policy. 10. Coordinate Information Society public policies and support access to advanced computing resources and online scientific publications.
