SEASON RULE EMPHASIS

Each year the rule emphasis are a area of our game of hockey that are of major concern for all involved. Players for safety Coaches to teach Trainers to treat Parents to watch

RULE EMPHASIS Our rules emphasis are for the most part, areas of potential serious injury as well as respect. Head Injuries Spinal and Neck Injuries Variety of Others

RULE EMPHASIS As a referee we have a major responsibility to be the best we can be at recognizing, reacting, and making the right call given each situation. All penalties should be 100% a penalty

RULE EMPHASIS I am of the belief that this is a major area in which a referee can… Enforce the rules Make the game safe to play Make the game fair to all involved Excel himself as a official Earn respect from team officials and players

RULE EMPHASIS Having the ability to see, react and process the impact situation is a special skill a referee needs to achieve to be a top level referee. I am going to call this skill “ ASSESMENT PROCESSING”. Our rule emphasis are: HEAD CHECKING CHECKING FROM BEHIND SHARED RESPECT Penalty?

RULE EMPHASIS The correct call must be made to be consistent with all CHA Standards and Guidelines. Must understand interpretation of the rules. Must use the standards as set, not your own. In your mind you must have the SKILL of what Minimal, Moderate and Severe contact is especially for our rules emphasis. Must have a WOW factor in his mind set.

RULE EMPHASIS THE SKILL TO BE ABLE TO ASSES “INTENT” This is the ability of the referee to recognize the possibility of an infraction and to be able to asses the result. Sometimes INTENT is a accident (trip, battle,fall) must be accounted for when assessing the result. The ability for the referee to asses the time the player had to commit the foul, could he have stopped the action or not?

RULE EMPHASIS THE SKILL TO BE ABLE TO ASSES THE DEGREE OF IMPACT Was the degree of impact caused by a foul? Is the degree of impact Minimal, Moderate, or Severe and what is the most FAIR call for the situation and the game of hockey. Did the player have the ability to protect them self?

RULE EMPHASIS TYPE OF GAME AND HISTORY We still have some ability to apply game management. Some “Assessment Processing” must be applied but always be consistent with standards. High Intensity game (playoffs) Chippy game or animosity What does a rule emphases or impact call mean to the rest of the game?

RULE EMPHASIS Rule Emphasis is an important part of the game and must be taken seriously. Rule emphases penalties must be FAIR to both the player who committed the foul and to the player who was fouled. Rule emphases calls need to be made right so the use of all resources is something a referee should always apply. The ability to asses and make the fair call will do more for the game of hockey and the respect of a referee. A skill of a referee is to have the vision and the ability to anticipate the game. SUMMARY

RULE EMPHASIS RULE EPMHASIS ARE MAGNIFIED EACH YEAR BECAUSE OF THERE LEVEL OF IMPACT TO OUR GAME. A SKILLED REFEREE WHO APPLIES THE RULES TAKING IN ALL CONSIDERATIONS IS IN MY OPINION A REFEREE WHO WILL BE THE BEST FOR ALL INVOLVED IN OUR FAST PACED AND IMPOVED GAME OF HOCKEY Ken Bannerman O.H.A.
