PA definition issues Purpose –Biodiversity conservation or Nature conservation (i.e. issues of geodiversity, landforms etc) –Other natural values –Associated cultural values First or first among equals or just present Need to define PA system as well as PA to pick up linkage and landscape issues Words –terrestrial, marine, freshwater –Governance (legal or other effective means) –Cultural processes / perspectives –Need specific management - standards

Is this referring to biodiversity or nature conservation? Services and processes could be captured in broader definitions of biodiversity Geo-diversity is not covered within Biodiversity Nature conservation is a broader definition and more easily defined

IUCN definition: An area of land and/or sea especially dedicated to the protection and maintenance of biological diversity, and of natural and associated cultural resources, and managed through legal or other effective means Possible changes to IUCN definition: A geographically defined area designated and managed to achieve the protection and maintenance of Nature and of associated cultural values and processes, through legal or other effective means CBD definition: A geographically defined area which is designated or regulated and managed to achieve specific conservation objectives

The definition of nature for the purposes of the protected area definition is: Biological diversity [draw on CBD definition] – includes ecological processes Geological diversity Acknowledge that cultures have different perspectives on what constitutes nature and reality

Principles There is a wide range of approaches in the world that contribute to conserving nature. For IUCN, only those sites where the main goal or outcome is conserving nature should be considered protected areas. Note that this would include many sites which can have other goals as well, at the same level, such as cultural or spiritual, but in the case of conflict, nature conservation has to be the priority [Protected areas are most effective when managed within a broader landscape approach that integrates conservation of nature. ]
