CC-Zambia1 MY NAME & MY ORGANISATION My name is Charles Mvula I am Senior Planner in Policy and Planning Branch (PPB) in the Department of Planning and Cooperatives of the Ministry of Agiculture and Cooperatives –My Role/Functions -Monitoring implementation of programmes at national, provincial and district levels. -Coordinating donor funded programmes in the agricultural sector. -Coordinating Work plans and budgets preparation.

CC-Zambia2 MY EXPERIENCE WITH (P)PM&E - Participate in monitoring various agricultural Projects. -I attended a five-day workshop in participatory monitoring and evaluation. - Recently attended a seminar on Poverty Reduction Strategies and Monitoring Poverty and social Indicators in Tunis, Tunisia. -Coordinate Work plans and budgets preparation at Provincial and national levels

CC-Zambia3 KEY OBJECTIVES AND STRATEGIES 1.To provide the technical leadership necessary for ministry’s effective planning, monitoring and evaluation of agricultural programmes/projects. 2.To coordinate Agricultural policy formulation, analysis and implentation and to provide policy advice. 3.To monitor and assess agricultural performance in relation to established sector objectives.

CC-Zambia4 KEY OBJECTIVES (CONTINUED) 4.To maintain an agricultural sector data base and provide Early Warning information on food security. 5.To coordinate the preparation of Work plans and Budgets and monitor and contribute to expenditure control of the ministry. 6.To ensure that cross-cutting issues (Gender, HIV/AIDS and Environment) are incorporated in all agricultural-related activities.

CC-Zambia6 CORE (P)PM&E ISSUES TO BE ADRESSED 1.Involving farmers, district and provincial officers in planning,monitoring and evaluation of agricultural programmes/projects. 2.Improving linkages between PPB Headquarters and provincial and district levels and also with other stakeholders. 3.Building capacities through training of staff at all levels.
