February-April: Shipyard Repairs July: OPR-D304-FH-13 – Congressional visit to MOC-A and ship tour August: OPR-A321-FH-13 – Arrived Home Port – New Castle open house for locals September: OPR-A321-FH-13 – AUV testing, – Welcome Hassler event part of UNH Ocean Discovery Day – York Middle School tour October: Shutdown, OPR-B310-FH-13 November: OPR-B310-FH-13 December: Processing surveys – Change of Command

Mission Successes/Challenges SCS system largely non-functional Ship day rate reduced in FY14 Failing SV70 surface sound speed sensors Still finding optimum operational tempo with ship complement Loss of NMFS PFDs due to slip in shipyard contract Handling fishing gear claims Absence of survey launch Successful development of AUV operational procedures Shore support for 4G implementation Initial remote data processing testing done alongside

Administrative Successes/Challenges Staffing – Short licensed engineers. Although MOC Crew helped the ship, they also took engineers to staff other ships. Made maintenance difficult. – Inability to reliably schedule and staff Augmented Repair Periods. ET and IT support – Limited printing/scanning capability – OMAO 4G internet access now working after six months Procurement – Got though critical replacement MVP part procurement – Limited capacity for ship and Marine Engineering purchases – Delayed Winter Repair Period projects Personnel Work Rule Ambiguity – Having Deck personnel be a ‘roving look-out’ during the day and performing maintenance duties

Engineering Successes /Challenges Long list of outstanding projects (61 and counting) Shipyard delays resulting in unexecuted DAS early in 2013 Unexecuted repair projects for 2013/2014 Winter Repair period Challenges of MO-E assuming ABS and COI roles from PAD New launch contract execution

OPR-D304-FH-13 Approaches to Chesapeake Bay, VA 11 DAS 21 SNM 739 LNM

OPR-A321-FH-13 Approaches to Portsmouth, NH 22 DAS (inc. OMAO AUV DAS) 166 SNM 1670 LNM AUV Testing

OPR-B310-FH-13 Approaches to New York, NY (Sandy PFDs) 22 DAS (30 DAS planned) 136 SNM 2267 LNM

Statistics CY13: 72 DAS (12 OMAO, 60 NOS) Utilization Rate: ~82% (50% OMAO, 90% NOS) by DAS Weather days: None Mechanical breakdown: 105 hrs or 8% planned hrs Staffing: 289 hrs or 23% planned hrs 70% of surveys turned into OCS Survey – Sheets: 10 – SNM: 324 – LNM: 5318

Looking ahead Buoyancy appendage fastener redesign and installation – February or March? Outstanding Winter Repair items ABS/COI documentation – Outstanding COI repairs (from 2013 inspection) – Outstanding documentation (DVTP/PSTP) – Restarting COI process after IAA signed Reinstate class (currently class suspended) Three remaining survey sheets aboard Remote processing – OCS PS support Outfitting new survey launch for mission Transition to day-working engineering department Manning challenges and possible solutions
