What does the new Legislation do? Streamlines the nomination process Improves the quality and availability of information about candidates Tightens and increases transparency about campaign donations

Key Changes Nomination period now a week earlier All nomination documents must be submitted together Must state if standing for any other elections Must state if you reside in the election area or not Changes to candidate withdrawal process Candidate profiles publicly available earlier Candidate expenditure returns available electronically Anonymous donations over $1,500 not permitted

Campaigning Can commence at any time Election material can not contain: any untrue statement which is defamatory of any candidate and calculated to influence the vote of electors an imitation voting paper which has the names of the candidates, other than their own name Voting Papers are not permitted to be collected from electors by candidates or their assistants All signs, posters, billboards, flyers, ads, etc must have an authorisation from the candidate, stating their name and physical address There are specific rules for hoardings – refer to TAs for guidance Election expenses for campaigning must be recorded and declared in a return after the election

Voting Papers Mailed to electors on the final electoral roll on 20 September Individually numbered by barcode Combined Paper for TA’s, HBRC and HBDHB FPP for all TA’s and HBRC - STV for HBDHB Use of orange background shade for STV voting Pack includes Candidate Profile booklet for all elections

Election Results Preliminary Count occurs from 12 noon, Saturday 12 October 2013 Progress Results expected about 3pm – approx 98% of votes received (not special votes and votes in transit to processing centre) Progress Results available: Council’s website or phonecall to all candidates Preliminary Results expected on Sunday 13 th October, after all ordinary votes have been processed Final Results expected on Thursday 17 th October, after special votes have been processed

Coming Into Office All members come into office on the day following the day on which the candidates are declared to be elected This is the day after the public notice has been published - expected to be Thursday 17 October 2013 Council’s inaugural meeting and the “swearing in” of Elected Members (elected candidates cannot act until this has occurred) expected to be Wednesday, 30 October
