Safety, Health and Return-to-Employment Initiative October 28, 2004 National OSHECCOM Meeting SHARE at FAA

Reporting: FAA  DOT  DOL  President Minimum Goals Reduce total case rates 3% /yr. Reduce lost time injuries 3% /yr. Increase timely OWCP filing 5% /yr. Reduce lost production days 1% /yr. Background on SHARE Presidential Initiative

FAA Organizational Responsibilities for SHARE Prevention of Mishaps AEE – Policy, Program Evaluation, Reporting, Liaison to OSHA, maintain SMIS LOBs – Implementation (training, safety inspections, report mishaps in SMIS, investigate mishaps, ID & correct hazards, etc.) Follow-Up to Mishaps AHR – Policy, OWCP Claims processing, liaison to OWCP, review cases, return-to-work LOBs – Submit claims promptly, contact employees, review cases, return-to-work (including alternate work)

Direct Costs of Work Injuries ($ millions) Comp COP Total Direct

Some Indirect Costs Overtime Supervisor’s time filing reports, investigating mishaps, contacting employees Administrative time processing claims Workplace morale Quality of life for employee and family Adverse press

Workgroup Process and Issue Paper AEE-AHR Workgroup Review by LOB POCs Endorse Action Plan Implement Action Plan Track SHARE metrics Re-evaluate goals for FY 05 & 06

FY-03 Status on SHARE goals Reduce total case rates 3% /yr. Met the goal – 7 % reduction Reduce lost time injuries 3% /yr. Met the goal – 10 % reduction Increase timely OWCP filing 5% /yr Met the goal – 9.6 % increase Reduce lost production days 1% /yr. Reported at DOT level, data not complete Through 3 rd quarter, did not meet the goal – 15.8 % increase

Action Plan Safety training Workplace inspections PPE Accountability for unsafe actions Investigate mishaps Report all mishaps in SMIS Complete, accurate claim forms to HR within 3 days Challenge questionable claims Medical documentation Contact employees regularly Light duty where appropriate

Explore financial and recognition incentives to support safety and OWCP initiatives. Form a workgroup to study the Agency’s stress-related injuries and illnesses and develop preventive measures. Explore ways to involve AAM in OWCP case management, and options to adequately resource these efforts. Other Recommendations

Issues with Using OWCP Data to Measure Goals 1 and 2 OSHA recordkeeping and OWCP case records have different purposes – prevention of injuries and illnesses vs. compensation and rehabilitation when they occur OWCP Form CA-1 has a box for the supervisor to check if lost time is expected on a case Sometimes, that is a prediction and is not accurate DOL uses the OWCP data as a default to measure SHARE performance. DOL will accept OSHA recordkeeping data (Form in SMIS) if we provide complete data. SMIS provides blocks for actual days lost, and is more accurate than OWCP estimates of lost time cases.

Under-Reporting in SMIS (Data for 4 th quarter of FY through ) All organizations with 5 or more reported incidents OrganizationCA-1 and CA-2 Forms Filed Forms Filed ATO AVR283 ARC50 AHR50

We Need Your Help! Emphasize to supervisors and managers in your organization: Report all mishaps in SMIS (Form ) Submit OWCP claims to AHR within 3 days of receipt (Forms CA-1 and CA-2) Implement preventive and follow-up measures in the Action Plan
