REASONABLE ACCOMMODATIONS AND CASE MANAGEMENT What is the difference? Presented by Pat Jackson May 12, 2009

2 PURPOSE To clarify the difference between health case management and reasonable accommodations for students with disabilities. To provide information about a minor data entry change in the disability data collection screen in CIS

3 BACKGROUND 2002-Nationwide data collection about students with disabilities began 2004-Began collecting data about students with disabilities using CIS and created screen in CIS to create/monitor accommodation plans Since 2004 –Information has been gathered on how to make the system more user friendly. –Additional information has been learned about reasonable accommodation from a legal/regulatory perspective.

4 COMING SOON/NOW Disability data collection and disability accommodation screens are being revised –More user friendly –Use of accommodation screen to create/monitor accommodation plan will become required Revision will take some time; so Program Instruction released as interim step –Clarifies the difference between reasonable accommodation and case management –Requires minor change to the disability data collection entry requirements

5 REASONABLE ACCOMMODATION PRH and legal requirement that all applicants and students with disabilities be provided the opportunity to request and receive reasonable accommodations

6 Accommodations are… changes to the environment or the way things are done in the application process, job, program or activity that is equal to the opportunity given to similarly situated people without disabilities

7 REASONABLE ACCOMMODATION (cont’d) Reasonable accommodation may include: Modification or adjustment of a job, work/academic environment, policy, program or procedure Providing an appropriate service or product Any other action that removes barriers for the person with a disability

8 ACCOMMODATION EXAMPLES Changes to policy/procedure –Schedule adjustment, student with diabetes –Extra time for testing, student with LD –Test in a private setting, student with ADHD –Elevator pass, student with physical disability –Bottom bunk, student with seizure disorder

ACCOMMODATION EXAMPLES (cont’d) Providing appropriate service –Sign language interpreter for a student who is deaf –Mobility coach for a student who is blind Modifying or adjusting a job –Voice dictation software instead of keyboard for a student with a vision or motor impairment –Alternate format such as audio tapes for students with a print disability 9

10 Case Management of Health Needs Definition of case management: “a collaborative process of assessment, planning, facilitation and advocacy for options and services to meet an individual’s health needs through communication and available resources to promote quality cost-effective outcomes.” Case Management Society of America

11 CASE MANAGEMENT The PRH requires case management of health needs in Chapter 6, Section 6.10, R1.b.4 Several CCMPs (Chronic Care Management Plans) and MHCCMPs (Mental Health Chronic Care Management Plans) have been developed and are available in Information Notices and

12 CASE MANAGEMENT EXAMPLES A student who is diabetic is monitored for medication compliance, glucose levels, and knowledge of condition in the wellness center A student with a depressive disorder is monitored for changes in behavior. If a concern, an appointment with the CMHC may occur.

13 RELATIONSHIP BETWEEN Reasonable Accommodations and Case Management A student with a reasonable accommodation plan must have a disability A case management plan may or may not include reasonable accommodations A reasonable accommodation plan may not be a substitute of a case management plan An accommodation plan should be individualized and should not contain confidential information An accommodation plan is used to inform staff of the specific accommodations the student must be provided

14 Example: Mild Asthma Health Case Management Offer medical identification bracelet Provide self-management education Discuss trade selection Discuss life style changes, smoking cessation Educate student and staff about condition Reasonable Accommodation There would most likely be no accommodation. If condition worsened, accommodation plan may be created

15 Example: Schizophrenia Health Case Management Provide information about disorder, medication compliance and stress management Monitor medication side effects Assist student to identify early warning signs of relapse and develop a plan Refer to CMHC or center physician as needed Reasonable Accommodation Allow flexible training schedule–breaks when needed Provide a quite place to complete assignments/tests Locate a quite place in the dorm when student is stressed Single room or fewer roommates when available

16 What has Changed? Several drop down choices have been removed from the accommodation field of the CIS disability data collection data entry screen –Mental Health Counseling/Treatment –Psychotropic/Psychiatric Management –Chronic Illness Treatment/Management –Drug/Alcohol related These choices were case management and not accommodations

17 Action Disability coordinators will continue entering data using fewer choices in the accommodation field. For accommodations being provided and not captured in the choices select “other”. Note: When CIS revisions are complete the drop-down choices will be more inclusive.

19 Action Accommodation plans should only be created for students who actually receive accommodations. For students only being case managed, the information should still be created and shared, just not as an accommodation plan. –Possible use of the center’s shared drive to develop a student case management screen to share this information –CCMPs and MHCCMPs –Other method currently used by center

20 Action Students with disabilities who are being case managed and have no accommodations in place will not have a separate accommodation file. Students with disabilities who are being case managed and have accommodations and in place will have a separate accommodation folder. All case management notes will be found in the student medical record.

21 Action Students with disabilities but no accommodations will have “No” selected in the disability data screen field that asks if accommodation is received. Students with disabilities and no accommodations will not have data entered in the accommodation screen
