Hopes: Physical facilities will be improved. More rooms will be constructed. Electricity and water facility will be provided. More qualified teachers will be provided. Playing Equipment and welcoming healthy environment will attract more students. Enrollment will increase. School will be upgraded. Fears: The whole management will go in the hands of the adopter and new rules will be imposed on them. The attitude of the NGO’s representatives will change and will become more forceful. Will they have any importance as the Idaara emphasizes a lot on parents? The Idaara will charge additional fee from students and take money from school fund. The adoption will effect their (old staff) govt. service or their pension. Acknowledgments to Secretary Schools Punjab: Department of Education Punjab facilitated the over all scope and strategic partnerships at the district level – MoUs signed in all districts with DCOs and EDOs (Education). District departments of education facilitated the setting up of the project offices in district schools. EDOs ensured expeditious implementation of project interventions as per ITA/Oxfam requests. Regular informed and surprise visits of EDOs/DMOs keep everyone on their toes with accountability. Key Strategic Issues & Suggested Actions: Of target 35 WSIP schools, there is acute shortage of teachers in 15 schools (12 with 2 teachers and 3 with 1 teacher). The pupil teacher ratio (PTR) ranges from 37:1 to 95:1. As schools improve through missing facilities interventions there is evidence of increased enrolment putting more pressure on PTR. –There is an urgency to prioritize teachers’ recruitment in these schools (list attached with EMIS codes) under GoPunjab’s teachers’ hiring program. The average cost per school of missing facilities provided by Dubai Cares ranges from Rs. 800,000 to Rs. 1.6 million. Considering the large quantum of missing facilities in 35 target schools, the following options may be considered. –Is the department of education in a position to enter into a formal PPP for missing facilities with Oxfam/ Dubai Cares on a 50/50 or 40/60 partnership. ITA can facilitate the expeditious implementation of missing facilities, as being done in target districts. Such an approach can expand the number of target schools. Of the 35 schools,... Schools have Rs. 10,000 – Rs. 120,000 + in their SC Accounts making it possible for them to contribute both, symbolically and substantively to School Improvement/missing facilities. –Permission by EDOs to use SC Funds to support missing facilities including furniture and learning materials to supplement the interventions of Oxfam/Dubai Cares. Chiniot has been given the status of a district from its previous position as a tehsil/ sub district. The MoU for the project was signed by district Jhang authorities. –Do we need an amendment to the MoU. Can the department facilitate the amendment.
