Privacy, Security and Data Sharing Committee March 27, 2006

Background and Mission  Formed Dec. 9, 2002  Mission  represent public health and health services research interests in privacy and security issues  address balancing patient privacy, confidentiality, and security with the need for useful data for public health and research  Focus on priorities related to privacy, security and data standardization including implementation of the HIPAA privacy and security rules

Accomplishments Broadened committee focus to include security and renamed as Privacy, Security and Data Sharing Committee Completed and posted all local health privacy case studies developed under a HRSA grant Updated web site information and materials Participate in new and ongoing national efforts regarding privacy and security Pursuing collaborative opportunities with ASTHO

Updated Privacy and Security WRC Information and Materials Updated the URL's and expanded the list of sites for Privacy and Security, and added many states’ HIPAA websites Distributed solicitation letters for privacy and security materials to post on the Consortium website Updated the list of committee members and the committee description on the Consortium website Have a task on the contract to revise the WRC to develop a web portal to provide educational materials on health data privacy issues

Participate in National Efforts on Privacy and Security Considered how the committee and the Consortium might be involved in the RTI contract for the privacy and security ONC RFP Wrote and distributed letters to all state governors to encourage strong public health and other public sector participation outline some of the major privacy concerns for public health, especially those that differ from the private sector, and offer the Consortium’s support Participate on the AHIMA Security and Privacy Task Force under the RTI project to generate draft health information workflow and sharing scenarios

Pursuing Collaborative Opportunities with ASTHO Had initial discussions on possible collaborations; items proposed include: submitting articles for ASTHO’s newsletters partnering on writing and producing documents, such as a white paper on cross state data exchanges due May 6 sending a joint letter of support to the state recipients of the RTI contract developing a joint national communications effort to communicate with both the public health sector as well as to groups involved in national efforts soliciting funds for the support of public health representation on the various contract activities

Future Activity Most activities are in the early stages Further discussions with ASTHO and the Committee will be held to narrow the choices and prioritize activities for the upcoming year Continue to monitor and look for avenues of involvement and/or participation in the national privacy/security efforts Additional work to follow up on materials solicitation to enhance privacy and security content on the Consortium website Development of ideas for security projects
