Proposed Changes to DOE Project Numbers Len Myers NMMSS Operations DOE/PSI

Topics 2  Background  NMMSS use of project numbers  Second Tier Users  Programs/Budgets and Materials Management  NMMSS role  Guidance Requirements  NMMSS Project Information  Final Thoughts

Background 3  Historical Structure Char 1: First character of PRIS Chars 2 -3: First 2 characters of B&R (Program Office) Chars 4 – 10:Last 7 characters of B&R (Program, Subprogram, etc.) Problems were associated with all parts of the project number. - First character had lost meaning and not routinely updated - Program office characters were not routinely updated - Characters did not map to B&Rs

4  Project Reports 5 reports 25 locations (RISs) receive one or more of these reports 28 individuals receive one or more of these reports  Financial Reports 4 reports 16 locations (RISs) receive one or more of the reports 19 individuals receive one or more of the reports  Special Request Reports Programmatic inquires Oversight/Assessment inquires External requests How NMMSS Uses Project Numbers In Reports

Second Tier Users 5  These users rely on NMMSS generated reports and/or other data containing project numbers to meet customer needs  Nuclear Materials Inventory Assessment (NMIA) activities  Materials disposition activities  Financial reporting activities  Managers of DOE materials at commercial (NRC licensed) facilities

Programs/Budgets and Materials Management 6  Historically there was a well defined relationship via project numbers  Relationship strength is now program office/site dependent  Currently does not exist without major crosswalk effort

NMMSS Role 7  Collect, validate, and verify data  Produce and distribute reports  Retain historical data/information  Administer the database for the above

NMMSS Project Information 8  574 unique active project numbers  438 are being used (i.e. have inventory values)  15 unique letters as first character in project numbers  37 unique values for characters 2 and 3 of project numbers, all but 1 in B&R  52 programmatic RISs (PRIS)  15 unique letters as first character  Union of project and PRIS first character sets but not identical sets PRIS PRIS and Project Project G,W A,C,D,F,H,J,K,L,N,P,Q,R,U E,M

April 21 st Proposed Changes 9  Update first character per Table 1-1  Second through seventh characters must be from B&R Second and third characters per Table 2-3 Need to include second and third characters for R, V, and Z pseudo project numbers in Table 2-3

April 21 st 1st Character Proposal Table 1-1 In Previous NA-58 Project Number Guidance 10

Final Thoughts 16  Project number process has improved to meet new and emerging requirements  Project numbers continue to play a significant role in NMMSS reporting and materials management activities  Requirements and responsibilities are documented in the draft guidance  NMMSS will implement defined and documented requirements  Any changes to NMMSS projects for FY 2011 should be submitted by August 1, 2010  Need to update the Standard General Ledger Crosswalk (Balance Sheet Codes, Standard General Ledger, and NMMSS Slotting Criteria)
