Ecological situation and conditions of potable water in Ukraine Ukraine has ratified the Protocol on Water and Health on 9 July 2003 №1066-IV

Challenges in target setting in Ukraine  According to the Protocol on Water and Health, each Party (within 2 years of becoming a Party) should establish and publish targets referred to in paragraph 2 of article 6, and target dates for achieving them.  The Ukraine has not yet established national targets and lacks appropriate methodology on how to achieve this obligation of Protocol: (a) Access to drinking water for everyone; (b) Provision of sanitation for everyone.

Challenges in target setting in Ukraine  In accordance with the article 19 Law of Ukraine “About the international agreements of Ukraine” № 1906 from 29/06/2004 it is highlighted that Ukraine is under an obligation to execute international rules even if these rules are not consistent with Ukrainian legislation.

Challenges in target setting in Ukraine  Standard (adopted in 1982) # “Drinking water. Sanitary requirements and quality control” is the State standard currently in force to regulate drinking water quality. This includes standards for physical properties, chemical and bacteriological composition of water used for the drinking water supply.  In order to harmonize national water quality standards with recommendations and standards of the WHO, the Ministry of Health of Ukraine adopted the State sanitary rules and standards “Drinking water. Hygienic requirements of quality of water for centralized economic-drinking water supply” (1996). These rules provide stricter approaches for current and new indicators of water quality. These standards include 56 parameters instead of the 28 indicators in Standard # But today there is no appropriate normative-legal, organizational- technical and technical-economical basis for the Standard implementation.

Challenges in target setting in Ukraine  On 3 March 2005 Ukraine adopted the National Program “Drinking Water of Ukraine” for (Law of Ukraine). The first step is to improve normative-legal and scientific-technical basis in the drinking water supply sector to meet EU standards.  According to the main tasks of the National Program should be developed and adopted a new State Standard of Ukraine for drinking water in order to harmonize national standards to EU standards

Challenges in target setting in Ukraine  A new State Standard of Ukraine # “Sources of centralized drinking water supply. Hygienic and ecological requirements to the water quality and rules of a choice” has been adopted (2007) and will enter into force in  Also a new State Standard for the Ukraine “Drinking water. Requirements and quality control” has been developed but has not yet been adopted.

Challenges in target setting in Ukraine  In Ukraine is prepared first draft of project proposal “Drawing up the targets and target dates in Ukraine according to the article 6 of the Protocol on Water and Health” in a close collaboration with the secretariats of UNECE and WHO/Euro.  Ministry for Environmental Protection of Ukraine has planned in 2008 co-financing of this project in volume of USD  OSCE (ukrainian office) plans in 2009 co-financing of this project in volume of USD
