Develop a realistic plan Accept that you will never have enough money so prioritise/risk assess all work as part of the plan development Which investment gives the best return in terms of delivering the objectives Look to fix some problems quickly

What are we trying to achieve Territorial cohesion- the example of Spain Developing inter urban travel e.g. Brasov to Bucharest or Constanta to Bucharest Stimulating new business by providing both improved freight and passenger Maximising opportunities of investment on TEN Corridors to deliver multiple objectives Sustainable infrastructure

Sustainable Infrastructure Appropriate infrastructure for traffic on offer Start from the basic railway with basic signalling Allowing frequency and journey times required Maintainable Look at using research to extend asset life if no business case or funds to renew Second hand mechanical equipment
