Congestion Will be discussed in detail later in the meeting. It was brought to our attention (through a discuss on the ATM draft) that although we talk about congestion in RFC3985, we have no technical design that deals with the congestion issue. The chairs have agreed on behalf of the WG that we will address this shortcoming in our work.
