Draft TIP for E-rate

What is E-rate? The E-rate provides discounts to assist schools and libraries in the United States to obtain affordable telecommunications and Internet access. The E-rate supports connectivity, the conduit or pipeline for communications using telecommunications services and/or the Internet. The first step is to prepare a technology plan if seeking Priority II services. The technology plan shows how technology (including services covered under the E-rate) will improve education. The technology plan should include strategies and activities for the years covered in the E-rate application (Form 470). This year’s application should cover

Draft plan facts Covers one year of the plan – school year Represents the start date of the TIP which is needed for E-rate qualification Must be completed, date stamped (internally) and filed for documentation purposes Completed prior to the submission of Form 470 – typically October/November Covers the four of the five elements required for the basic TIP as per USAC

Five Elements Required for the Tech Plan Task: Read the Universal Service Administrative Company’s (USAC) web page resource to highlight key facts about the “Basic” TIP. Pair Share: With your neighbor sitting next to you, summarize key points. Identify any questions or issues. Demonstrate Connection to Full TIP

Two options to document start date 1. Paper Options – Complete the 4 steps using your paper (word & excel) templates – budget not required in draft. – Record the date on the copies and initial and/or send self indicating completion – SAVE in E-rate file and technology plan file– DO NOT SUBMIT 2.Wait to Use IIRC – Complete the 4 steps on the IIRC e-Plan template – budget not required in draft. – Print a.pdf of the draft TIP and send to self indicating completion – SAVE in E-rate file and technology plan file– DO NOT SUBMIT

Organizing and Preparing the Draft TIP 1.USAC: “The plan must establish clear goals and a realistic strategy for using telecommunications and information technology to improve education or library services. ” Suggest : Section I: Data and Analysis – Part E. Add a sample achievement goal as a placeholder until data for the full TIP can be collected and analyzed. – Example: While our current achievement in reading for the grade 5 is 50% meeting/exceeding for ISAT, this group will make AYP at 100% or Safe Harbor in – (Must identify current achievement, sub-groups, and AYP/Safe Harbor by 2014.)

Organizing and Preparing the Draft TIP 2. USAC, “The plan must include an assessment of the telecommunication services, hardware, software, and other services that will be needed to improve education or library services.” Suggest: – Section I: Data and Analysis – Part D (Technology Inventory). Wait to complete the online survey OR Excel inventory file Complete the description, summarize data, key factors, and conclusions for Section 1: Part D Note: Excel document on Wiki includes data needed to complete the online technology inventory.

USAC: “The plan must establish clear goals and a realistic strategy for using telecommunications and information technology to improve education or library services.” AND “The plan must provide a sufficient budget to acquire and support the non-discounted elements of the plan: the hardware, software, professional development and other services that will be needed to implement the strategy” Suggest: – Section II: Action Plan– Part E. Add at least one strategy and activity for phase I that addresses the acquisition, utilization, and/or reliable access of technology and telecommunication.

Organizing and Preparing the Draft TIP Example for #3 Strategy: Sample Strategy in Technology Deployment Box: Develop, implement, and maintain plans that ensure adequate technology resources in classrooms to meet the technology enhanced curriculum needs.

NOTE: Make sure activities align with E-rate Form 470 application. – Purchase additional hardware and peripherals for student and teacher use to increase access/opportunities to support academic achievement and enhanced technology literacy. – Maintain telecommunication services (local / long district phone services, cellular service, etc) to support learning and day-to-day school operations. – Maintain a T-1 line for Internet access to classrooms, labs, and offices to support learning and day-to-day school operations. – Maintain technical support to effectively support technology resources (hardware, software, network, telecommunication ) Sample Activities #3 - Technology Deployment Strategy:

Organizing and Preparing the Draft TIP 4.USAC: “The plan must have a professional development strategy to ensure that staff know how to use these new technologies to improve education or library services.” Suggest: – Section II: Action Plan– Part C. Add at least one strategy and one activity for phase I focusing on professional development that addresses integrating technology into the curriculum and instruction

Organizing and Preparing the Draft TIP Examples for #4 Strategy: Sample Strategy for Professional Development : Offer a variety of professional development activities that result in teachers being able to transfer technology skills and best practices into their instructional lessons.

Sample Activities #4 – Professional Development Strategy: Offer a three-part professional development series to enhance each teacher’s technology skill level. Based on their current technology skill level, teachers will begin in the appropriate course level (i.e., level 1, 2 or 3) Provide training on Differentiated Instruction through Technology. Provide training as needed in the use of all telecommunication systems.

Organizing and Preparing the Draft TIP 5.USAC: “The plan must include an evaluation process that enables the school or library to monitor progress toward the specified goals and make mid-course corrections in response to new developments and opportunities as they arise.” Suggest: Section II: Action Plan– Part F For Draft TIP sections of the action plan (i.e., professional development and technology deployment) the following are identified: – Monitoring tool(s) – Progress indicator(s) – Evaluation frequency – Name of person responsible

Organizing and Preparing the Draft TIP Sample for Monitoring Description: District administration and the instructional technology team will continue to review, analyze, plan, and monitor the impact of increased technology use in our classrooms. The district will strive to make adjustments to this plan as necessary to compensate for those and any other factors that might affect the efficiency of the use of technology and telecommunications equipment and services for instruction and learning. – Monitoring tool(s): Teacher survey – Progress indicator(s): A XX% increase in the number of teachers reporting the use of technology in their lessons – Evaluation frequency: Twice a year – Name of person responsible: Technology Coordinator
