Title II, HEOA Update Institution of Higher Education Reporting Presentation to the Georgia Deans of Education and Title II Coordinators Allison Henderson, Westat March 27, 2009

Timeline  Legislation reauthorized – August 14, 2008  ED public meetings – September-October 2008  Forms drafted -- September-December 2008  Working group meeting – December 11-12, 2008  Feedback from states and IHEs – January-February 2009  Forms to OMB – February/March 2009  Public comment -- Spring 2009  Final forms to IHEs & States – August/September 2009

Timeline (cont’d)  Two interim reports  IHEs -- April 2009 and April 2010  States October 2009 and October 2010  Full reporting through new system  IHEs -- April 2011  States – October 2011

IHE Report

What’s New for IHEs?  No rankings or quartiles on pass rates  Focus on scaled scores for pass rates  Reporting of alternative route data, including pass rates, by IHEs  Most IHE data reported to State and ED  No reporting in college catalogs

Two IHE Reports  IHEs will submit two reports  Traditional routes  Alternative routes  States will define alternative routes A teacher preparation program that primarily serves candidates that are the teacher of record in a classroom while participating in the route. Alternative route teacher preparation programs are defined as such by the state.

Non-IHE-based Alternative Routes  States also will need to collect information from non-IHE-based alternative rate programs
