Requirements of Existing Laws - A.C.A. § et seq. o New District must have 4000 students o PCSSD must be left with at least 4000 students o New District must be created with students from only one (1) district o PCSSD must have at least 15,000 students the year “prior to” detachment

Requirements of Existing AR Laws con’t o New District must present a “petition” to State Board of Education o Community must conduct an “election” of all qualified electors that reside in the proposed district o Creation of a New District shall not affect “desegregation” efforts of either district

Feasibility Study o Independent Study o Cost of operating proposed district (tax base, debt service, division of assets) o List of assets to be transferred to proposed district o Boundaries of the proposed district o Effect on court-ordered desegregation for both districts o Petition signed by 10% of voters in proposed district
